Geospatial tools in Abu Dhabi Census 2011 • SCAD and Abu Dhabi Census 2011 • Statistics - Centre Abu Dhabi was established in 2008, with a view to develop and organize statistical work in the emirate of Abu Dhabi. • Abu Dhabi Census 2011 major project that aims to build a complete picture of the population of the emirate, both nationals and non-nationals. • Census reference night was Monday 3 October, 2011 • Census collection occurred over the month of October.

Design and production of enumeration areas • In 2010, SCAD undertook a frame update process (establishments, buildings and persons). • This frame, combined with new buildings data from municipalities, formed basis for designing Census 2011 enumeration areas. • Each enumerator assigned to a single work area (WA). Each WA could be divided into max 4 sub-working areas (SWAs). • Over 4,200 WA maps and 11,300 SWA maps created. • Used ESRI ArcGIS for map design and quality control.

Geospatial tools in Abu Dhabi Census 2011 • GIS – Defining the Census working areas • Each enumerator assigned to a single work area (WA) and up to 4 sub-working areas (SWAs). • Over 3,500 WAs and 12,000 SWAs created. • Production of Census enumeration areas outsourced to GIS company MapTel. • Quality assurance of every map conducted by SCAD over 4 week period. • Using ESRI ArcGIS.

Census collection using geo-enabled iPads & Galaxy Tabs • The AD Census used around 3,000 iPadsand Galaxy Tabs as primary collection instrument. • Each contained: interactive questionnaires (Arabic/English), GPS, mapping system, and reference material.

  10. Geospatial tools in Abu Dhabi Census 2011 • The mapping system displayed the allocated work area for each unique enumerator and presented the buildings visited and those remaining both in the iPad& Galaxy Tab and in Census back office.

Census dissemination - on-line thematic maps • A recent UN review of population and housing censuses1 indicated that “only 17 countries (16 per cent) use interactive online databases” for census dissemination. • SCAD is making a dedicated effort to provide innovative, informative and free web-based tools to the public. • As such SCAD, is developing three on-line statistical information tools for accessing the rich source of census data. • 1Report of the United States of America on the 2010 World Programme on Population and Housing Censuses.

Dissemination: web service application • Census release date - May 2012. • On-line tools: • Census Thematic maps • Census Community Tables • Census Table Builder • The thematic mapping application will provide unique visual analysis of the rich Census data. • ‘Clusters’ or ‘hot spots’ are easily identified.

GIS in Abu Dhabi Census 2011 Conclusion: The various uses of GIS and other technologies in the recent Abu Dhabi Census, demonstrates SCAD’s enthusiasm in applying new technological initiatives for statistical collection, processing, and dissemination. SCAD recognises its responsibility in improving the quality, timeliness, fitness for purpose and accessibility of statistics produced in the Emirate, and is building tools and strategies to meet these responsibilities.
