  1. Update of EEA and EIONET-related activities Martin Adams Air and Climate Change Programme European Environment Agency

  2. NFP Eionet National Focal Points ETC NRC NRC ETC ETC EEA European Environment Agency NRC ETC NRC NRC ETC NRC Content • ETC renewal process • EEA’s State of the Environment Report 2010 • EEA products & reports 2009-2010 • Requests to EIONET experts planned in 2010

  3. EEA organisational structure

  4. NFP Eionet National Focal Points ETC NRC NRC ETC ETC EEA European Environment Agency NRC ETC NRC NRC ETC NRC EIONET NRC change • In 2009, EIONET NFPs reviewed the different EIONET NRC groups and decided to merge the former NRC group on ‘air emissions’ with the GHG emission part of the former NRC climate change New name: NRC air pollution and climate change mitigation

  5. A. ETC/ACC renewal process • The present ETC/ACC consortium’s framework partnership agreement with EEA ends in 2010 (together with ETC/Water and ETC/LUSI) • During 2009, operations of all ETCs were reviewed & EEA’s future support needs defined (to cover up until the end of present EEA strategy period – 2009-2013)

  6. ETC/ACC renewal process Following the 2009 review, it was decided to split the current ETC into two from 2010 onwards: • Air pollution and climate mitigation • Climate change impacts, vulnerability and adaption • Open call for proposals/ tenders ran from Jan-April 2010 • Recommendations of the evaluation committee to the Executive Director and EEA’s Management Board will occur May/June 2010. • Work of new ETCs starts 1 Jan 2011.

  7. 2010 B. SOER 2010 report Under EEA’s establishing Regulation, every 5 years a report must be produced that describes the State and Outlook of Europe’s Environment (SOER report)

  8. SOER Core – Parts A, B and C EEA-led EEA-led Country-led • A • Exploratory assessment • Megatrends • Uncertainties • Cross-sectoral • Policy implications • 2010 onwards • B • Thematic assessment • Atmosphere(incl air, GHG emissions & policies) • Freshwater • Marine • Terrestrial • Human • including outlooks • C • Diversity • Four questions • Commonality • Four issues, including air and climate change • Guiding questions/ template • Flexibility Primary target: 6th EAP/7th EAP/SDS Web publication. Launched Nov 2010

  9. Printed SOER synthesis report • Links to Part A, B and C • Integrated assessment-type approach over several component elements • Target audience: interested public, policy makers • Style: non-technical, accessible • Length: >150 pages(?) • Publication: 23 EEA languages • Final online consultation/review by EIONET recently completed

  10. Country/EIONET involvement – Part C • Part C – draft country contributions received (thank you!) Reviewed by both EEA and ETC/ACC and informal feedback earlier provided back to countries • Some generic issues were noted including: • consistency of data with part B (eg use of 2010 or 2009 submissions), • consistency of messages (eg attaining 2010 emission ceilings, or not), • style and lengths of contributions • Still further opportunities for countries to update data if wished

  11. Country/EIONET involvement – Part B Part B – Air pollution thematic assessment • Initial consultation on zero-order draft – November 2009 • Second consultation period is presently underway – 17 May • comments on this updated draft from national experts are welcomed • invitations to review the Part B assessment were sent to EIONET NFPs • draft text is online at the SOER2010 website – EIONET login needed to access

  12. C. Publications & data 2009/2010 • Data • Indicators • Reports • Websites…

  13. Eionet dataflows (2010): CLRTAP, preliminary Complete time series available for all requested pollutants on time. Data available on time (by 15 February 2010). Data delivered with delay (after 15 February 2009). Countries that did not deliver data Assessment as at Feb 2010

  14. Eionet dataflows (2009-2010): NECD, preliminary NEC data delivered on time (by 31 Dec 09) and in correct format NEC data delivered on time (by 31 Dec 09). NEC data delivered after 31 Dec. 2 countries did not deliver data: LU, ES Data flow not applicable Assessment as at Feb 2010

  15. Air pollutant emission indicators

  16. Air emission indicators – EEA32 • Emissions of acidifying substances CSI-001 • Emissions of ozone precursors CSI-002 • Emissions of particulate matter CSI-003 ETC/ACC is performing a review of the factors used to weight and aggregate emissions – working paper in 2010 • More detailed underpinning indicators available • NOx, SO2, NMVOCs, NH3 (existing) • HMs (Cd, Hg, Pb), POPs (PAHs) (new in Nov 2009) • Projections/outlooks indicator (new 2010)

  17. Emissions datasets & dataviewers

  18. Emissions datasets & dataviewers • NEC Directive data updated (emissions & projections) • LRTAP Convention (EEA32 country data and consistent with EU inventory submission to UNECE). • Compiled ‘gap-filled’ dataset used for EEA indicators & assessments EEA-32 • Large Combustion Plant Directive reporting EU-27 (emissions 2004-06 & activity data, and opt-out plants). Data for 2007-2008 planned shortly • EU-27 GHG inventory + other EEA32 countries • Emissions Trading Scheme (ETS) dataviewer

  19. E-PRTR website launched November 2009 E-PRTR dataset – 1st reporting year 2007 data. 2008 data + redelivered 2007 online mid June. EU-27, CH, NO, IS, LI http://prtr.ec.europa.eu/
