Background • Ongoing research and planning within Dakota County has shown that existing transit and human services transportation options lack coordination and gaps in service exist. • Dakota County staff engaged in multi-disciplinary work to better define transit and transportation needs and solutions to support coordination, accessibility, and efficiency in Dakota County.

  3. Purpose • Identify strategic opportunities that will facilitate improved transit and client transportation services in Dakota County through a coordinated system. • Formulate a local process and action plan similar to the MN Council on Transportation Access. • Study, evaluate, oversee, and make recommendations to improve the coordination, availability, accessibility, efficiency, cost-effectiveness, and safety of transportation services provided to the transit public.

Timeline • November 2012 and February 2013: Two stakeholder meetings held to gather input. • Participation over the two meetings included: • Met Council • MnDOT • MN Department of Human Services • Center for Transportation Studies • Dakota County • MN Valley Transit Authority • Metro Transit/Transit Link • DARTS • Hastings Family Services • Neighbors • GAPP Services • Lifeworks • Metro Area Agency on Aging

Timeline • Summer 2013: RFP issued and University of Minnesota Center for Transportation Studies selected to implement study. • Fall 2013: Study begins with Advisory Group meeting. • March 2014: Data collection and planning activities completed. • Spring 2014: Final report completed with focus on concrete recommendations/next steps.

  7. Next Steps • Report completed by University of Minnesota Center for Transportation Studies and reviewed by Advisory Group. • Plan for next steps based on recommendations. • Collaboration with DARTS Mobility Management Project.

  8. Mobility Management • Mobility management has been identified as an important mechanism to better coordinate and communicate transit and transportation options in Dakota County. • In March 2013, Dakota County authorized $50,000 in partial matching funds for a DARTS mobility management grant application. • In October 2013, DARTS was awarded $352,000 to develop and operate a mobility management program.

DARTS Mobility Management • This two year project is covered under the Federal New Freedom grant program with the Metropolitan Council serving as the grant administer. • Project Vision: Create a resource tool kit that can direct any County or Metro Area to create a truly, coordinated transportation system among the existing transit providers and is easy to access and utilize at any entry point. • This resource tool kit will outline how providers can work together to offer a full range of travel options that are most beneficial in meeting the needs and yet will be cost effective for both the provider and the consumer.

  10. DARTS Mobility Management Project Activities To Date • Assembled a high level PMT (Project Management Team). • Held three separate PMT meetings. • Assembled a transportation stakeholder’s group entitled, Technical Advisory Committee (TAC), that consists of members that represent a broad range of transportation providers.

  11. DARTS Mobility Management Future Vision • Mobility management can provide transportation solutions by providing expertise, information, and technical assistance. Building trust and relationships among transportation and human services providers is also a crucial part of the process. • My vision for this mobility management project also includes: • Expanding the newly created Transportation Provider’s Networking group into a monthly forum. • Developing a website and resource guide based on the wide cross section of research from best practices of other successful programs and from connecting with transportation stakeholders and end users. • Expanding this project into a sustainable program in Dakota County and other metro counties.

  12. DARTS Mobility Management Closing Statement • Mobility management is a proven strategy for improving transportation coordination and access, and I’m confident that it will make a difference in Dakota County.
