  1. Report on the 3rd Regional MANCOM Pasig Central Elementary School 22 April 2014

  2. RD presented her learnings from the International Language Teaching Workshop in Singapore Regional Education Language Center (RELC) specifically on the following: Investment on Professional Capital in the 21st Century where capability building is defined as helping others help themselves Capitalrelates to self-worth or a group’s worth

Professional Capital is a function of human capital, social capital and decision capital where; • Human capital refers to KSA, technological skills and personal qualities, especially one’s awareness of the need for continuous professional growth • Social capital refers to collective strength as a group • Decision capital refers to appropriate actions for the right outcomes • Professional capital can work in schools through the formation of Teacher Integrity Circles similar to TQCs through learning action cells (LAC) • RD suggested to have TICs in schools and districts to regularly convene for quality teaching-learning processes. District Supervisors whose main function is instructional supervision can take the lead.

  4. Reminders/Guidelines from the Regional Office • Conduct State of the Division Address (SODA) before June 2 to present Division accomplishments to all stakeholders (teachers, school heads, parents, local government, CSOs, concerned NGOs etc.) • Region requires submission of capsulized/easy to read version of Division annual accomplishments to be featured in coffee table book on the State of Divisions in NCR.

  5. Warning on master teachers who are under load and still performing non-teaching/administrative functions; SDS will be asked to explain. • Train grade 1 teachers to make them best teachers • Intensify monitoring and supervision of private schools because most of them do not share the same vision for education learning outcomes. Include them in the balik-paaralan monitoring for them to be prepared for SY 2014-15.

  6. There will be culmination of the Summer Reading Camp on April 30 with Br. Armin as guest (no venue yet) • RD stressed again that schools should pay the utility bills from MOOE funds and not from SEF funds. SEF funds should be allocated to more important instruction-related expenses especially in providing schools with instructional devices to promote student centered learning.

  7. The division offices are reminded to liquidate ASAP the funds provided for the implementation of special curricular programs (SESS, SPAs, SPS, ESEP, SPED, RSHS) – no submission yet from Mandaluyong. • Central Office and NCR will be pilot region/offices for the GIFMIS to fast track submission of financial reports (online) • Senior bookkeeper and disbursing officer positions are now open for filing-up, NOSCA has been released

  8. RO will launch a Brigada Caravan… all DOs and schools are advised to read the memo on Brigada. • All division offices to submit list of top 10 partner foundations/organizations that support schools. Determine the monetary value of school building construction. Partner organizations will be awarded by the region.

  9. All schools are required to post at the gate, tarpaulins with the message “Teaching with a Smile” or Serving with a SMILE” • Teachers who rendered service in the Summer Reading Camp should be granted service credits up to maximum of 15 days • NCR will host three important event this coming SY namely, Asian Games, Milo Olympics and NSPC. Divisions are advised to choose committees they will chair/manage.

  10. All schools and division offices are advised to prepare for the school opening… minimizing enrolment-related problems and to address these at the school level.. avoiding that these reach the Central Office. • Read DepEd and Regional Memo on Preparations for the School Opening… submit Division Task Force members to NCR.

  11. Everything is set for NCR’s participation in the 2014 PalarongPambansa. All SDS and ASDS should attend the Parade and Opening Program and must be around during the Palaro days, for a meeting with the RD within the week and in the Awarding Ceremonies. Parade/Opening is moved to 5 May (8:00 AM– 12:00 PM)…details to be announced by Sir Ado.
