Back ground During peace negotiations in 2004 a joint assessment mission (JAM) was conducted for the post war needs of Sudan where our private sector was represented in the productive sub cluster. Needs than arouse to form a strong private sector body which will clearly articulate the concerns of the private sector in post war Southern Sudan. After the CPA was concluded in Jan.2005, a lot of activities where set in motion to form a strong private sector body in Southern Sudan. As a result, South Sudan Chamber of Commerce, Industry & Agriculture (SSCCIA) got formed.

  4. USAID through USDA facilitated this formation which adhered to strict democratic process with very much consideration of gender balancing We thank the American People for that. Our government being very much convinced , has given its full support and recognition to the

  5. Chamber & has honored the Chamber with a representation in the Investment Authority of Southern Sudan as well as involving the Chamber in many activities with its line ministries especially MCTS and consulting the Chamber on issues pertaining to private sector development.

The status of private sector in Southern Sudan It is considered to be in its embryonic stage, gradually developing, fragile, fragmented, predominately MSMEs and concentrated in retail trade, However a few manufacturing units are emerging. The absence of a strong legal & regulatory frame work has constrained rapid growth. It is to be acknowledged that work is on going in this area partly with support from IFC through the Ministry Legal Affairs & Constitutional Development .

South Sudan Chamber of Commerce, Industry & Agriculture (SSCCIA) in its endeavor to cover the whole Southern Sudan, needs strengthening of its structures and building its capacity to be able to deliver on its mandate. The absence of business associations especially sector specific association is another impediment

  8. Investment climate in Southern Sudan We can conclude that it is conducive as many of the legal regulatory frame work are in their final stages. An Investment Authority has been formed. And issues related to land acquisition are being properly addressed

Conclusion The private sector of Southern Sudan seize this rare opportunity to appeal to our development partners (WB/IFC,ICTA,USAID,UNDP…ect.) as they are a good source of Global experience, resource mobilization and capacity building. They can create conducive conditions for dialogue since they are usually neutral. We look forward to have the examples of PPD forum established in other countries replicated in Southern Sudan.
