  3. Two primary FTE based funding formulas will be discussed: 1. The CJC Support Formula (direct appropriation from the Legislature) 2. The Career-Technical Education Formula (funds via MDE)

  4. Legislative CJC Support For Fiscal Year FY N (example, N = 2014): I. Base Calculation * This computes the fixed equal amounts distributed each year to the 15 colleges. * FY N-1 Total Allocation times 15% = BASE * BASE / 15 colleges = % distributed to each college

  5. Legislative CJC Support II. Calculating the AMOUNT AVAILABLE for distribution according to FTE (i.e. the Enrollment Audit): Fiscal Year FY N Total Allocation less BASE from Calculation I = AMOUNT AVAILABLE

  6. Legislative CJC Support How does the AMOUNT AVAILABLE get translated into a per student/per FTE dollar distribution? Weight: CATEGORIES: Academic 1.0 Technical 1.0 Career 1.0 Associate Degree Nursing 1.19 Associate Degree Allied Health 1.19 MSVCC Host 0.5 MSVCC Provider 0.5

  7. Legislative CJC Support Categories are not Mutually Exclusive. Categories Overlap. For example: NUR credit hours are both Academic and AD Nursing and concurrently exist in both Categories.

  8. Legislative CJC Support Computing the Sum of Weights (SoW): Academic Hrs x 1.0 + Technical Hrs x 1.0 + Career Hrs x 1.0 + ADN Hrs x 1.19 + AD Allied HlthHrs x 1.19 + MSVCC Host Hrs x 0.5 + MSVCC Provider Hrs x 0.5 -------------------------------------------- = Sum of Weights (SoW)

  9. Legislative CJC Support ADN Example: Student has 3 SCH of NUR 1123. (SCH = Semester Credit Hours) Academic 3/30 x 1.0 = 0.10 ADN 3/30 x 1.19 = 0.1190 --------------------------------------------- = 0.2190 (SoW) Same is true for AD Allied Health MSVCC Host and Provider categories kick in with Part-Time status.

  10. Legislative CJC Support AMOUNT AVAILABLE / SUM of WEIGHTS = WEIGHT of ONE (WoO) = Reimbursement for a 1.0 FTE = A student enrolled in 30 SCH (semester credit hours) total in an Academic Year (AY) SCH = 30 broken down Fall = 12, Spring = 12, Summer = 6

Legislative CJC Support Example: AMOUNT AVAILABLE = $160,000,000 Academic 40,000 SCH x 1.0 40,000 Technical 10,000 SCH x 1.0 10,000 Career 10,000 SCH x 1.0 10,000 ADN 2,000 SCH x 1.19 2,380 AD Allied Hlth 1,000 SCH x 1.19 1,190 MSVCC Host 5,000 SCH x 0.5 2,500 MSVCC Provider 5,000 SCH x 0.5 2,500 --------- Sum of Weights = 68,570 Amount Available / Sum of Weights = 160,000,000/68,570 = $2,333.38 for a 1.0 FTE = 30 AY SCH

  12. Legislative CJC Support IMPORTANT Note for Data Managers: The SUPPORT Formula, as of FY ‘13, does not drive directly from the Course CIP in the Course File. Correct coding of Primary File (PE) Field 9 (Curriculum) and PE Field 27 (Major) are necessary for premium reimbursement hours (such as NUR).

  13. Legislative CJC Support Example: Bob is coded PE Field 9 (Curriculum) as 1 (AA) and PE Field 27 (Major) as LAR (Liberal Arts) via CIP. Jessica is coded in PE Field 9 as 1 (AA) and Field 27 as NUR via CIP (513800). Bob and Jessica are both enrolled in NUR 2118. Jessica will receive the additional ADN Category 1.19 weight. Bob will NOT .

  14. Legislative CJC Support Example: Student is coded as an NUR major in PE F27, takes 6 hrs of NUR and 6 hrs of BIO: [ 12 Academic x 1.0 + 6 ADN x 1.19 ] Same student is coded as an LAR (pre-nursing) major in PE, takes same schedule: [ 12 Academic x 1.0 ]

Legislative CJC Support Semester Credit Hours (SCH): - SCH DO include hours within Non Degree Seeking major, (PE Field 15 = 2, PE Field 16 = 4) - SCH DO include Developmental hours - SCH DO include Dual Enrollment/Dual Credit/MS Works (PE Field 15 = 2, PE Field 16 = 3, PE Field 17 = 6 or 8) - SCH DO include TACCCT if in credit bearing classes (PE Field 15 = 2, PE Field 16 = 3, PE Field 17 = C) - SCH DO NOT include (1) Out-of-State Resident hours, except for NUR, (2) Non-compliant Admissions, (3) Non-compliant Attendance, (4) Withdrawals before cutoff, (5) No Shows (withdrawal before Drop/Add)

  16. Legislative CJC Support - MSVCC The MSVCC: MSVCC Provider: Institution Supplies Instruction MSVCC Host: Institution Supplies Student TUITION follows the STUDENT. FORMULA follows INSTRUCTION (in general (1)) (1) EXCEPT for Part-time MSVCC HOST SCH

  17. Legislative CJC Support - MSVCC Every 1.0 MSVCC credit hour can be thought of as 0.5 STUDENT (Host) and 0.5 INSTRUCTION (Provider).

  18. Legislative CJC Support - MSVCC Examples: College A’s student enrolls in College B’s course (taught by College B’s instructor) College A = MSVCC Host College B = MSVCC Provider College A’s student enrolls in College A’s course College A = MSVCC Host College A = MSVCC Provider

  19. Legislative CJC Support - MSVCC Two MSVCC Reimbursement Streams: 1. MSVCC SCH are included in Academic, Technical, or Career in the Support Formula (ATC Formula) at a weight of 1.0. 2. If the student is part-time in a Fall, Spring (<12 SCH), or Summer (< 6 SCH) term, then a. HOST college receives the TUITION plus the FTE hours times 0.5 in the separate Category MSVCC HOST. b. PROVIDER college receives the ATC FORMULA plus the FTE hours times 0.5 in the separate Category MSVCC PROVIDER.

  20. Legislative CJC Support - MSVCC Example: Weight of One (WoO) = $2,000 College A’s student takes College B’s 3 hour course, student enrolled in 9 hours (part-time) in term. Note 3/30 is the Formula FTE. College A (Host) College B (Provider) -------------------------------------- ------------------------------------------------ Collects Tuition + Collects ATC Formula (3/30 x $2000 = $200) + (0.5 x $2000 x 3/30 = $100) (0.5 x $3000 x 3/30 = $100)

Note 3/30 is the Formula FTE. College A (Host AND Provider) -------------------------------------------------------------------------------- Collects Tuition + Collects ATC Formula (3/30 x $2000 = $200) + (0.5 (host) x $2000 x 3/30 = $100) + (0.5 (provider) x $2000 x 3/30 = $100)

Note 3/30 is the Formula FTE. College A (Host) College B (Provider) -------------------------------------- ------------------------------------------------ Collects Tuition Collects ATC Formula (3/30 x $2000 = $200)

  23. Legislative CJC Support - MSVCC Course File (CF) Field 12 Course Delivery should be coded = 2 MSVCC for the unique MSVCC shared payments to occur. MSVCC course identifiers uploaded in CF must validate against courses in the Enrollment Tool.

  24. CTE Formula (funds via MDE) Approximately $27,000,000 annually. Four (4) Levels of FTE based payment: 1. 1.0 2. 1.25 (High Cost Level 1) 3. 1.5 (High Cost Level 2) 4. 1.75 (High Cost Level 3)

  25. CTE Formula (funds via MDE) MDE Appropriations for CTE (including AD Allied Health) are in addition to CJC Support. MDE Appropriations for CTE must be allocated for CTE programs by the colleges.

  26. CTE Formula (funds via MDE) How does this tie to the Enrollment Audit File? 1. PE Field 9 = Curriculum (A, T, C, NDS) NOTE: If the STUDENT is not classified here as T or C, no CTE distribution occurs even if there is enrollment in CTE courses. PE Field 27 (Major) should also validate with correct CIP. 2. CF Field 3 Identifier ties to SS (Student Schedule) Field 5 Course Identifier. This ties CF Field 13 Course Type to the student’s course schedule. CF 13 is A, T, C and also determines the CTE distribution. 3. CF Field 4 (Course Subject) must be approved by MCCB as Technical or Career. 4. CF Field 5 (Course Number) must be approved by MCCB as an authorized Technical or Career course offering.

  27. CTE Formula (funds via MDE) Example: John PE F9 = 1 Academic. Sam PE F9 = 2 Technical. Deborah PE F9 = 1 Academic. John takes MAT 1313, SS F13 = 1 Academic. Sam takes DDT 1213 SS F13 = 2 Technical. Deborah takes MST 2243 SS F13 = 2 Technical. Only Sam’s hours above are paid through the CTE appropriation. Deborah missed out due to being coded as an Academic STUDENT.
