  3. Electronic-Wastes • Electrical and electronic equipment, whole or in part discarded as waste by the consumer or bulk consumer as well as rejects from manufacturing, refurbishment and repair processes. “MODERN TECHNOLOGY OWES AN APOLOGY TO ECOLOGY.”

  5. Categories of EEE(Based on Usage) (i) IT and Telecommunication Equipment . (ii) Consumer Electricals and Electronics such as TVs, Washing Machines, Refrigerators A.C including fluorescent and other mercury containing lamps.

E-Waste in India • India has emerged as fifth biggest generator of e-waste in the world. • According to Global E-Waste Monitor, 2017  about 2 million TPA of e-waste generated (2016). • Of which only 0.036 million tonnes of e-waste is treated. • 10 States contribute 70% of the total E-Waste generated in the country. • 65 Cities generate more than 60% of the total E-Waste in India. “ ERASE YOUR E-WASTE BEFORE IT ERASES YOU.”

  9. E-Waste scenario in Jharkhand Total E‐ waste generation in 2015 is 46033.60 tonnes. Projection- 1256624.59 tonnes in 2025. Brand-wise survey by the students of Xavier’s Institute of Social Service, Ranchi. “BE RESPONSIBLE TODAY FOR A BETTER TOMORROW.”

  14. Definition Extended Producer Responsibility Environmental protection strategy, Producershave been made responsible for the collection of E-waste & for its exchange. Producer Responsibility Organisation Takes responsibility of Producers for collection and channelization of e-waste generated from the ‘end –of-life’ of their products. “CYCLING GIVES HEALTH TO ONE E-RECYCLING GIVES HEALTH TO ALL.”

  15. Responsibilities of the Manufacturer Collection and channelization of E-Waste. No damage to health &Environment. Shall maintain a record of e- waste generated, handled &disposed in Form-2. Responsibilities of the Producer • EPR Authorization is mandatory. • Implement EPR. • Provide contact details through their website. • Conduct awareness programme. • Instructions for handling &disposal along with Do’s & Don’ts. • Maintain records of e- waste handled in form-2 & file annual returns in form-3.

Role of PROs • Collection and channelization of e-waste on behalf of authorized Producers. • Establishment of Collection mechanism. • Establishment of Collection Centres/Points . • Implementation of take back system. • Conducting awareness programme. • Helping Producers in filing quarterly/annual returns as per the rules. • Logistics arrangements. “WE CAN’T GENERATE THE NEW ENVIRONMENT BUT WE CAN SAVE IT.”

  22. Responsibilities of Collection Centres. • Collect and store E-waste. • Store in a secured manner. • Well versed about Producers. • Should place display boards. • Weighing equipment. • Fire fighting facility. • Covered shed/spaces. • Category wise storage. • Facilities for managing leakage. • Maintain records of e-waste handled in Form-2. • Approx 200 collection centres in Jharkhand.

  23. Responsibilities of Dealers • Provide e-waste bin, or a demarcated area to collect e-waste. • Refund the amount as per Deposit Refund Scheme. • No damage caused to health & environment. “NEVER LET YOUR GREED OVERCOME WITH GREEN.”

  24. Responsibilities of the Refurbisher • No damage caused to the health & environment. • System to manage leakage. • Ventilated Premises. • Dust control equipment. • Roof of the premises must be water proof. • For refurbishing 1T /day, min. area 150 sq.meter. • Maintain a record in Form-2 and submit annual report in Form-3. “CHANGE YOURSELF NOT THE NATURE.”

Responsibilities of the Dismantler /Recycler • No damage caused to the health & environment . • Details of their collection centre, in authorization. • Weigh bridge. • Delete permanently the stored data in the memory. • PPEs must be provided to workers . • Arrangement for dust and noise controls. “IF YOU HAVE FEAR OF GOD, SAVE THE ENVIRONMENT.”

  26. Responsibilities of the Dismantler/Recycler • Water proof roof & impermeable surface. • Recycler shall install waste water treatment facilities. • Adequate facilities for managing leakage. • Separate containers for storage of batteries, capacitors containing PCBs &PCTs. • For dismantling1T/day, min. area- 300 sq. meter. • For recycling 1 T/day, min. area 500sq.meter.

  28. Responsibilities of Consumer/Bulk Consumer • Should not throw e-waste in municipal bins. • Hand over only to producer take back system or authorized dismantler/ recycler for channelization. • Special type of bins at site for fluorescent & other mercury containing lamp. • Necessary instructions for staffs. • Maintain records in form-2 & file annual return in form-3. “SAVE THE ENVIRONMENT TO SAVE THE FUTURE GENERATIONS.”

  29. Storage of E-Waste • Not more than 180 days, extended upto 365 days in certain conditions. Transportation of E-Waste • E-Waste Manifest (Form-6,relevent copy with relevant colour). • Follow Hazardous Wastes (Management, Handling and Transboundary Movement) Rules, 2008 for disposal of e-waste at TSDF. Accident reporting • Report to concerned SPCB through telephone &e-mail. “LET’S TAKE PLEDGE TO SAVE ENVIRONMENT.”

PERMISSIONS REQUIRED FROM SPCB • Manufacturers, Dismantlers, Recyclers and Refurbishers. • Consent to Establish (CTE) :-Under The Water (Prevention and Control of Pollution) Act, 1974 & The Air (Prevention and Control of Pollution) Act, 1981. • Consent to Operate (CTO):- Under The Water (Prevention and Control of Pollution) Act, 1974 & The Air (Prevention and Control of Pollution) Act, 1981. • Authorization :-Authorization from SPCB under E-Waste (Management) Rules,2016 .
