C2D2 is a grants program within the Climate Program Office Sponsored projects: (1) develop the data sets that provide a long-term, seamless history of the Earth’s climate AND (2) analyze these data sets to increase understanding of climate variability and change on all time scales By-product of (1) & (2) => Improved Climate Monitoring System [Observing & Data Systems] Climate Change Data and Detection (C2D2)

  2. Commitment to sustained observations and long-term preservation of the resulting data to monitor and understand the state of the climate (i.e., key climate variables) Production of original data sets and rehabilitation of existing data sets Programmatic Attributes: “End-to-End” - from data archeology to climate-quality data appropriate for detection/attribution studies “Comprehensive” - all temporal and spatial scales - diurnal to centennial; local observing station to global “Scientific Oversight” - data sets are exercised by scientists to understand their strengths and weaknesses, i.e., not an assembly line activity What Defines the Program?

Ensures that critical data sets for major programs and assessments (WCRP, GCOS, IPCC, National Assessment, etc.) and for the broad science community are produced and made accessible Calibrates, validates, and blends existing data sets from a variety of observing systems to produce “optimal” data sets Applied Research Center (ARC) for Data Set Development - Provide a base for the eventual transition of proven (satellite and in situ) data sets from research to operations/applications [C2D2 and NCDC] Climate Change Detection & Attribution Studies - Document the quantitative character of observed climate variations and changes (detection); attribute changes to specific forcings/feedbacks (attribution) [Joint Activity with DoE] Paleoclimate - Establish linkages between the paleoclimate record and the modern instrumental record, e.g., especially reconstruction of climate over the last 2,000 years [includes collaboration with NSF- e.g., “hurricane climatology”; “tropical teleconnections to NH drought”; “dynamics of mountain glaciers (Kilimanjaro)”] Components of C2D2

Data Set must: be essential to long-term climate variability/change studies be relevant to ongoing national and international climate assessments have a history of support from C2D2 have a “champion” who is responsible for its scientific integrity be a candidate for migration to operational status be updated in a timely fashion : ARC Operating Principles

IN THE PAST: joint announcement with NASA on the enhancement of satellite data sets with an applications focus (now ended) ISCCP, GPCP (ongoing with NASA) NOW: discussions with NASA about joint support of NASA’s Precipitation Measurement Mission (future Global Precipitation Mission); participation by NOAA in PMM proposal review panel in August 06 Partnerships(satellite focus)

Introduction of new program element of Scientific Data Stewardship for FY 2007 in Climate Program Office portfolio In-house program manager: Chris Miller Off-site program manager: Bruce Barkstrom [Proposals for ‘07 have been received and will go to panel] Challenge: Effective coordination of data set development efforts => C2D2 research in data set development; ARC focus on sustaining data sets developed in the research mode; Scientific Data Stewardship focus on operational production of Climate Data Records (CDRs) for those data that have achieved a specified level of maturity in their science and preservation What is Happening Now in C2D2 ?
