  2. Cultural Heritage and Culture T.1 UrbanRegeneration 1/5 In the last twenty years culture has increased its role in the urban development process. The leverage on culture as strategy to promote social and economical urban regeneration of a specific area of the cities, has led to significant increasing of investments in the cultural sector.

Cultural Heritage and Culture T.1 T.1 UrbanRegeneration 2/5 To recognize the creative cities, have been generally used standardized criteria through lists of requirements-features that include, for example, the presence of art galleries and development poles dedicated to arts. Beyond this approach is emerging the importance of the study of the development of cultural processes in their broader meaning.

This approach analyses the physical regeneration on the territory but also the role played in this process by the networks that supports the creative urban economy

URBACT and CREATIVE SPIRITS T.3 T.3 Urbact Programme The European Territorial Cooperation Programme URBACT III will contribute to the Europe 2020 goals by providing a mechanism for stakeholders involved to develop and implement better policies and actions for smart, inclusive and sustainable urban policy in cities

URBACT and CREATIVE SPIRITS T.3 T.3 • The URBACT III programme is organised around four main objectives: • Capacity for Policy Delivery: to improve the capacity of cities to manage sustainable urban policies and practices in an integrated and participative way. • Policy Design: to improve the design of sustainable urban policies and practices in cities. • Policy Implementation: to improve the implementation of integrated and sustainable urban strategies and actions in cities. • Building and Sharing Knowledge: to ensure that practitioners and decision-makers at all levels have access to knowledge and share know-how on all aspects of sustainable urban development in order to improve urban development policies

URBACT and CREATIVE SPIRITS T.3 T.3 Creative Spirits is a network of nine European cities, (Ujbuda-Hungry, Kaunas-Lithuania, Lublin-Poland; Maribor-Slovenia; Sofia-Bulgaria; Loulè Portugal; Ibi-Spain; Ravenna-Italy; Waterford-Ireland) These nine CREATIVE SPIRITS partner cities have a common need to improve the implementation of their existing integrated urban strategies/action plans by including novel approaches linked to creative and cultural industries (CCI) creative places, people and businesses. The joint policy challenge for the network is to better facilitate the “creative ecosystem” to be able to attract (more) creative entrepreneurs and boost creative entrepreneurship in dedicated urban areas.

URBACT and CREATIVE SPIRITS T.3 T.3 The objectives of CREATIVE SPIRITS partners are focused on exchanging practices and ideas on how they could implement their “creative” strategies more successfully. The general implementation challenges defined by the URBACT programme will serve as a perfect basis for joint learning and knowledge transfer.

URBACT and CREATIVE SPIRITS T.3 T.3 Project main activities • Transnational meetings: Definition of 9 case study meetings: each network will host the partner cities with the aim to discuss the relevant aspects related to the realisation of the main objective of the projects • Set-up an Internship week – sort of job shadowing 2) co-create the Local Operational Implementation Framework, that tool which will contain methods, pragmatic tool and answers to facilitate the implementation of the strategic city plan

URBACT and CREATIVE SPIRITS T.3 T.3 Defining, updating and finetuning actions Though, each CREATIVE SPIRITS partner city has an integrated strategy or action plans, almost all of them face the challenge to turn these rather general strategies into operational action plans. Many partners are faced with the fact that as the environment of the urban development is constantly and quickly changing, the strategies can hardly follow them since policy making is generally a rather slow process. Therefore, this challenge can be translated into two main questions.

New skills, competences and opportunities A.1 Discuss the following questions: • How a creative development strategy can be translated into an effective action plan using fully integrated working methods and participatory approaches? • How an already existing (approved) action plan can be updated in order to meet new requirements without losing commitment?

New skills, competences and opportunities A.1 • What are the traditional skills, knowledge and competencies of architect/urban planner? please indicate a maximum of 5 • What are the new skills, knowledge and competencies that an architect should have? (e.i coordinate different stakeholders needs, goal oriented approach, conflict management, time management etc..) • Why do you think these new skills are nowadays important? • What is the role of ICC in re-think the role of cities?
