PSD and Title V GHG Tailoring Rule Step 3 and GHG PALs • Proposed Rule Published March 8, 2012 • Maintained the applicability thresholds at the current levels • Two streamlining approaches • Solicited comments • Final Rule Published July 12, 2012 • GHG-only sources may obtain a GHG PAL and remain a ‘‘minor source’’ as long as GHG emissions remain below the PAL • Did not finalize the synthetic minor streamlining measure for GHGs in areas under a FIP • Rule Effective August 13, 2012 • Technical Lead: Johnny Vermillion (239-1292)

National Uniform Emissions Standards • Proposed Rule Published March 26, 2012 • Provided a standardized set of requirements for storage vessels and transfer operations, equipment leaks, and control devices • May be referenced in NSPS and NESHAPs for source categories that are part of the chemical manufacturing and refining industries • Public Comment Period Extended Until September 24, 2012 • Technical Lead: Dana Vermillion (239-1280)

NSPS for GHG Emissions: EGUs • Proposed Rule Published April 13, 2012 • For emissions of CO2 for new fossil fuel-fired EGUs • Limited to new sources • Required new fossil fuel-fired EGUs greater than 25 MWe to meet an output-based standard of 1,000 lb CO2/MWh • Exempted Hawaii and other non-continental areas of the U.S. from the rule’s requirements • This Rule Has Not Gone Final • Technical Lead: Erik Hendrickson (239-1095)
