Overview • Introduction (Jerry Johnston, Gene Schiller) – 5 minutes • National Council for Public-Private Partnerships (NCPPP) – Definition of Public-Private Partnerships: • A contractual agreement between a public agency (federal, state or local) and a private sector entity. Through this agreement, the skills and assets of each sector (public and private) are shared in delivering a service or facility for the use of the general public. In addition to the sharing of resources, each party shares in the risks and rewards potential in the delivery of the service and/or facility. • Progress Report – 10 minutes • Subcommittee Members / Purpose / Activities to Date • Next Steps (Dates to be Determined) – 5 minutes • Create environmental scan “living” database • Review options in references to identify best practices to address needs • Subcommittee draft recommendations (Action Plan) for NGAC Committee consideration • Will be major discussion topic for May NGAC meeting • Committee Discussion – 40 minutes

Partnership Subcommittee Progress Report • Subcommittee Members: • Jerry Johnston (co-chair), Gene Schiller (co-chair), Bull Bennett, Michael Byrne, Dick Clark, Don Dittmar, Randy Johnson, Barney Krucoff, Timothy Loewenstein, Charles Mondello, John Palatiello • Purpose: • Develop recommendations to facilitate productive Federal / State / Local / Tribal / Academic / Private partnerships to facilitate the efficient and effective advancement of the National Spatial Data Infrastructure (NSDI). • Activities to date: • Conference calls -- agreed best approach to develop “environmental scan” as initial deliverable • Participants: Subcommittee members and FGDC Staff • Scan to identify and highlight existing partnership programs that the geospatial community could learn from and take advantage of. • January 8, 2009 call for referenced email provided to all NGAC Members, NCPPP and others. • Definitions provided / format / email: ngacpartnership@gmail.com • Materials to be received by February 27, 2009 • Responses will be posted to the myUSGS wiki

NGAC Partnerships Subcommittee -- Call for References to Support Environmental Scan • Members: Gene Schiller (co-chair), Jerry Johnston (co-chair), Bull Bennett, Dick Clark, Don Dittmar, Randy Johnson, Barney Krucoff, Timothy Loewenstein, Charles Mondello, John Palatiello • Summary • The purpose of the Partnerships Subcommittee is to develop recommendations to facilitate productive Federal / State / Local / Tribal / Academic / Private partnerships to facilitate the efficient and effective advancement of the National Spatial Data Infrastructure (NSDI). Understanding that there are a number of exemplary examples of existing partnerships among organizations who have roles and responsibilities for the NSDI, the Subcommittee is developing an "environmental scan" as our initial deliverable. The Scan will identify and highlight existing partnership programs that the geospatial community could learn from and take advantage of. It will include a summary of the best of breed partnerships along with recommendations for the NGAC's next steps in this important area. We will discuss our progress in these efforts at the February and subsequent NGAC meetings. • What are we looking for? • To ensure that all committee members and associates who you forward this request to have a set of common definitions related to public / private partnerships, please refer to the following attachments: • Some types of materials we envision as being useful for this effort include, but are definitely not limited to, the following: • Case studies in public / private partnerships that demonstrate increased efficiency, cost savings/avoidance, etc. • Academic papers and published studies on best practices in governmental public / private sector partnerships. • Examples of public / private sector partnerships in the international geospatial community. • Conference proceedings on public/private partnerships in geospatial science. • Examples of novel and effective procurement methods that enable public / private sector partnerships, particularly those with a federal contracting component. • Visioning documents/blueprints/goals and objectives that involve partners from multiple sectors of the geospatial community. • Contact information for organizations or individuals that may have useful information to share on partnerships. • Examples of progressive or creative joint funding between the public and private sectors. • And anything else you think might be interesting or useful for the Subcommittee to review!

What format are we looking for references in? • We intend to work towards presenting all case studies in a uniform manner similar to the examples below from the Cooperative Conservation program, please feel free to review these examples to get an indication of the level of detail we are seeking in the submittals. Generally, we are asking that submittals be limited to roughly one page in length with the following key components as applicable: • Project Summary • Description • Key Partners • Results and Accomplishments • Project Contact • Website • How to submit your references: • Please send any materials you are able to provide to: ngacpartnerships@gmail.com no later than Friday February 27. If you have materials in hard-copy only, to expedite the process we would greatly appreciate it if you could scan them and send them in digital form. However, if this is not possible, you may also bring hardcopy materials to the February meeting and we will see that the materials are scanned and returned to you.
