The role of the government USA • To be responsible in the front of the people for the strategy development • Regulatory - is extremely important to allow a real estate market to work • Developing an urban policy is a political objective. It is not a technical one. • To set up clear objectives and strategies; that urban planners should develop new regulation, infrastructure investment and tax system.

  3. Market oriented PLANNERS The market framework is really composed of three components: 1) the land-use regulations; 2) the primary infrastructure investments; 3) The taxation. These are really the role of the planners to develop this framework within which the private sector will work.

The role of urban planners USA • To comply the three components: land-use regulations, infrastructure and taxation with the governmental objectives • To be responsible in front of the government for the strategy/objectives implementation • To develop the market framework which reflects governmental objectives – as a technical document • To review even whether old regulations which were done in the previous administration to see if those really correspond to what is required • To develop primarily infrastructure (double impact to further develop piece of land; supply of services) • To get involved in tax modification (which has a lot of impact on land use and on rents) • To look at the effect of those three technical areas whether they allowed economic growth or not

The role of planners - USA • To monitor the land market, the real estate market, and interpret it, although it is not always very easy understand the market (price signals about demand - supply) • To work for both: the city government and they also are advised by this planning commission (citizens), for instance, in the preparation of a comprehensive plan. • Whether their plans are implemented or not implemented, this is a way to measure success

  6. Planning commission USA • The planning commission in America is basically a volunteer group of appointed citizens from different backgrounds. They're not professional planners. They could be doctors, teachers, bricklayers, any number of things. They're appointed to serve the local government, to provide a little bit of a long-term perspective instead of the day-to-day political needs or the short-term economic needs. So the planning commission is a very important concept.
