Monitoring and Evaluation KEY DEFFINITIONS “Monitoring is defined as process that systematically and critically observes events connected to a project/program/policy which enables decision makers to adapt policies to given conditions” “Evaluation is defined as the process of determining the worth or significanse of a development activity , policy or program to determine the relevance of objectives, the efficacy of design ,implementation and use of resources and sustainability of resources" World Bank SYNERGIES AMONG MONITORING AND EVALUATION • Monitoring is basis for conducting evaluation • Monitoring information can identify potential problems • Evaluation is more detailed and generally more costly activity

Guide to the Approximation of the EU Legislation • Use of provision-by-provision table of Concordance for reporting transposition • Provisions of national legislation set in parallel to the EU acqis to enable comparison • Each obligation in a Directive is Scored from 1 to 5 Scoring system for monitoring progress in transposition Legislation act (L): 0= No steps taken to date 1= Draft in process 2= Ministry approves 3= Government approves 4= After first reading in Parliament 5= Fully transposed and published Government order (GO): 0= No steps taken to date 1= Draft in process 3= Ministry approves 4=Other relevant ministries approve 5= Government approves and published Ministerial order (MO): 0= No steps taken to date 1= Draft in process 3= Draft in consultation 5= Ministry approves and publishes

Progress Monitoring in EU Accession context – Getting Started • Understand the need monitor and report to the level of transposition and implementation of EU legislation • Develop of mechanisms to track progress: 2 types of information is needed : • objective assessment of the current status of transposition of the acquis • Information on the changes towards legislative and implementation programs • Start with provision-by-provision assessment of the correspondence between national law and the EU legislation

Lithuanian Experience in Progress Monitoring of Approximation • simple way of tracking the progress of various approximations – related activities, • based on a matrix format : • The first column of the matrix lists the70+ clusters of EU environmental legislation listed in the Guide for Approximation. • The next few columns indicate which ministry has competence, and which ME official is responsible for coordinating approximation for each directive. • Another group of columns is used to tract the status of translations of EU legislation, i.e., if translation and been ordered, checked for technical accuracy, checked for legal accuracy, checked by a linguist, and received official approval. • The matrix also has columns for tracking whether gap assessment has been carried out, and for noting the status of any draft legislation to transpose the requirements under way.
