  3. A BRIEF HISTORY In Italy a state-bornschoolsystem, or Education System hasexistedsince 1859, with the Law Casati (Casati Act). Italianunificationtookplace in 1861. The Casati Law made primaryeducationcompulsory and had the goal of reducingilliteracy. The control of primaryeducationwasgiven to the single towns, of secondaryeducation to the provinces, and the universitiesweremanaged by the State. With the Gentile Law, in 1923, the compulsoryage of educationwasraised to 14 years. The systemwasorganizedasfollows: after the first fiveyears of “scuola elementare” (primaryeducation), onecouldchoose the “Scuola media”, whichwouldgivefurtheraccess to the "liceo" and othersecondaryeducation, or the “avviamento al lavoro” (work training), whichwasintended to give a quick entry into the workforce. In 1962 the 'avviamento al lavoro'wasabolished, and allchildrenuntil 14 yearshad to follow a single program, encompassingprimaryeducation (scuola elementare) and middle school (scuola media). 3 Express VET Mobility Database and Guides for ECVET Cluster of Countries Erasmus+ KA2 Project Cooperation For Innovation
