  3. Student Eligibility 1002.455 Student eligibility for K-12 virtual instruction. (2) A student is eligible to participate in virtual instruction if • The student spent the prior school year in attendance at a public school in the state and was enrolled and reported by the school district for funding during October and February for purposes of the Florida Education Finance Program surveys (b) The student is a dependent child of a member of the United States Armed Forces who was transferred within the last 12 months to this state from another state or from a foreign country pursuant to a permanent change of station order (c) The student was enrolled during the prior school year in a virtual instruction program under s. 1002.45, the K-8 Virtual School Program under s. 1002.415, or a full-time Florida Virtual School program under s. 1002.37(8)(a) (d) The student has a sibling who is currently enrolled in a virtual instruction program and the sibling was enrolled in that program at the end of the prior school year; or (e) The student is eligible to enter kindergarten or first grades.

  4. Which Virtual Students Will Need to be Assessed? • FLVS FT state-level public school students • District students taking FLVS courses • District virtual school/program students • Virtual Charter School Students

  5. FLVS Students Section 1002.37(8), F. S. (c) All statewide assessments must be taken within the school district in which the student resides. A school district must provide the student with access to the district’s testing facilities.

  6. District Virtual Program Students Section 1002.45(6), F.S. Each student enrolled in a virtual instruction program or virtual charter school must: (b) Take state assessment tests within the school district in which each student resides, which must provide the student with access to the district’s testing facilities.

  7. Virtual Charter Students Section 1002.33(20), F.S., 6. The sponsor of a virtual charter school may withhold a fee up to 5 percent. The funds shall be expended to cover the costs of services provided under subparagraph 1. and for the school district’s local instructional improvement system… (test administration is listed in subparagraph 1.)

  8. FLVS FT Students • Full-time public school students • FLVS FT is the school of enrollment • 300 (K-8) • 400 (9-12) • Grades K-11 in 2011-12

District Students taking FLVS Courses • District public school students (grades 4-12) • District school is school of enrollment • Home education or private school students residing in the district (grades 6-12) • Home Education School of enrollment–N998 • Private Education School of Enrollment–N999

  10. District Virtual Instruction Programs (VIP) • District public school students (K-12) • Full-time students enrolled in 7001 or 7023 • Part-time students enrolled in other district schools

  11. District Franchises of FLVS • District public school students (4-12) • Full-time public school students enrolled in 7004 • Part-time public school students enrolled in other district schools • Home education (6-12) - school N998 • Private (6-12) – school N999

  12. Virtual Charter Schools • District charter school students (K-12) • Virtual charter school assigned its own school number • Only serves full-time public school students
