Noise land Inventory and Reuse Plan • FAA-Program Guidance Letter (PGL) 08-02 issued 2/1/08 • All Airports with FAA Noise Compatibility Programs (NCP) Must Complete Inventory and Plan by October 2009 • Requires Compliance with Assurance 31 to Dispose of Noise Lands When No Longer Needed for Noise Mitigation or Airport Development

  3. Noise Land Inventory • Exhibit A Property Map-Up to Date? • Research • Noise Land Acquisitions • Current and Planned Uses • FAA Approvals for Reuse/Retention • Financial Cost and FAA Reimbursement • Recordation Data Land Records • Prepare Maps, Aerial and on the Ground Photos

Noise Land Inventory Challenges • Exhibit A Property Map Not Current • PBI Airport had 600+ Parcels Acquired for NCP • Amount of Data Can be Overwhelming • Many NCP Parcels Not FAA Funded • Data Very Detailed and Easy To Make Errors • FAA Reuse Approvals May Be Difficult to Find • Disposal Funds Must be Accounted for and Properly Used or Refunded • Disposal Parcels Split Between Grantees

Reuse Plan • Analyze Existing And Proposed Land Uses In NCP Areas And Around Airport • Plan Land Uses for NCP Areas • Analyze And Recommend Appropriate Actions For NCP Lands : • Convert To AIP Eligible Use, Payback Waived • Retain For Some Reason, Payback Deferred • Exchange Lands For Other Lands Needed For AIP Eligible Use, Payback Waived • Dispose of Lands If No Longer Needed, Payback or Reuse Funds For NCP, Payback or Use For Future NCP

  6. Reuse Plan Challenges • Planning of NCP Lands Has Not Been Accomplished • Research FAA Approvals of Reuses • Local Planning and Zoning Approvals • Reuse Has Occurred Without FAA Approvals • Reservation of Avigation Rights for Disposed Lands
