Executive Summary • Lodi Unified School District currently offers 27 Career Technical Education pathways and is rapidly expanding. • Managing 14 CTE budgets/programs, an Adult School, and the Lincoln Technical Academy require more assistance in order to meet our current and future goals. As well, CTE consortiums and Strong Workforce require more participation and focus but bring the potential of financial resources, partnership, and guidance. • Adding administrative assistance to manage on site at LTA and Adult School will allow me to provide support at comprehensive sites and oversee the growth, expansion, and quality control of CTE programs throughout the district. As well, I will be able to more actively focus on consortium and Strong Workforce participation in order to expand programs and resources. • No new funding is needed.

Current CTE • Lodi Unified School District currently offers 27 Career Technical Education pathways, which span across seven school sites within the district, including four California Partnership Academies and Lincoln Technical Academy. • The district employs 52 CTE teachers and serves approximately 4000 students within those programs. In addition, the Lincoln Technical Academy campus also houses Lodi Adult School which serves approximately 1200 students. • CTE administration is responsible for the oversite of all K-12 CTE programs and Adult Education in the district, including site supervision of Lincoln Technical Academy and Lodi Adult School.

  4. CTE Goals • Strengthen CTE pathways and expand CTE district-wide • Improve California Dashboard data of CTE completers • Create a CTE credential mentorship program • Expand adult education. Improve data to meet State expectations • Promote and market CTE pathways throughout the district. Additional CTE events, increase awareness and outreach to feeder schools and other programs to include all student populations. • Provide guidance and leadership to counselors focusing on Program of Study (POS) create 4-year plans with students, identify at-risk CTE pathway students, and collaborate to provide a plan of support.

  5. Rationale • As our CTE and adult education programs continue to expand, an additional administrator is needed to provide support for our CTE and adult education programs, our students, teachers, and counselors. • With the changes in State funding outcomes and accountability increasing, it has become challenging to support our programs in an effective manner. We are requesting to add a Vice Principal at Lincoln Technical Academy/Lodi Adult School. • All CTE programs must adhere to the 11 Elements of a High Quality CTE program as outlined by the California Department of Education (CDE) for eligibility of funding. There is much work to be done within the district to ensure we are meeting all funding requirements and criteria related to the 11 Elements. • An additional administrator will help to provide professional development, evaluation of instruction, support and development of CTE and adult education curriculum, coordination of articulations with our local Community Colleges and developing connections with our Chamber and local business partners.

  6. Funding • No additional funding is requested. Leadership is encouraged and funded through various CTE and adult education funding. • Lodi Adult School receives an allocation of $1.4 million annually, through the adult education consortium, Delta Sierra Adult Education Alliance. The criteria for funding and reporting is regulated through the CDE. Allocations are dependent upon adherence to funding criteria; student enrollment, growth, budget reporting, data collection and student outcomes. • We currently manage 14 CTE budgets totaling $5.5 million, with each budget having its own reporting requirements. The amount of allocation received is dependent upon meeting the criteria of the 11 Elements of a High Quality CTE Program. Consequently, improving pathways and expanding programs will increase allocations, but it will also increase reporting requirements and expectations.
