  4. Reliability Standards Committee (Cont.) Prioritize the development of SARs Request ROS to assemble the Standard Drafting Team (SDT) Review and consider SARs to be assigned for development Reliability Standards Committee (RSC) Declare an expected date for the SDT work to be completed and available for consideration by the NERC Registered Entity in ERCOT region Recommend to forward the Draft standard package to the TRE BOD for approval Evaluate a draft standard for completion and readiness for posting for comments and/or voting by RBB UFLS July 2008

  5. Reliability and Operations Subcommittee (ROS) Assemble a qualified balanced slate for the SDT Reliability and Operations Subcommittee (ROS) Appoints the SDT interim chair *The SDT will elect the permanent Chair and Vice-Chair at its first meeting UFLS July 2008

Standard Drafting Team Typically includes a member of the Texas RE staff and the originator in addition to the field Subject Matter Experts (SME) assigned by ROS Collectively have the necessary technical expertise and work process skills pertaining to the particular SAR subject A team of technical experts assigned by ROS Standard Drafting Team Work on the technical aspect of the standard Review stakeholders comments and consider modification to the draft standard Report to RSC on the work progress and make appropriate recommendations as needed UFLS July 2008

Regional Standards Process Overview ( Cont.) • Proposed regional reliability standard is subject to review by NERC, and approval by NERC Board of Trustees • Upon approval by FERC, Regional reliability standards, shall be made part of the body of NERC reliability standards and shall be enforced upon all applicable bulk-power system owners, operators, and users within the ERCOT region, regardless of membership in the region. Standard Drafting Team • Team of Subject Matter Experts • Use their specific expertise to lead the development and refinement of the technical and detailed standards • Encourage and coordinate inter-industry examination and consensus • Ensure that Regional Standards are technically accurate, clear, enforceable, and provide an adequate level of reliability for the ERCOT Bulk Power System UFLS July 2008

Actions for the First SDT Meeting • Elect a permanent Chair and a Vice-chair • Review the following items: • Standards Development Process • Responsibilities and tasks of the SDT members • Propose Proposed timetable with target dates and key milestones (Project Schedule and Plan) UFLS July 2008

  14. SDT Work Products • A draft Regional Standard consistent with the SAR on which it was based • An assessment of the impact of the SAR on neighboring regions and appropriate input from the neighboring regions if the SAR is determined to impact any neighboring region UFLS July 2008

SDT Work Products (Cont.) • Identification of any existing Regional Standard that will be deleted, in part or whole, or otherwise impacted by the implementation of the draft Standard • Technical reports and/or work papers that provide technical support for the draft Regional Standard under consideration • Document the perceived reliability impact should the Regional Standard be approved UFLS July 2008

  16. SDT Work Products (Cont.) • SDT is also responsible for developing all required compliance and performance elements and associated questions for a Comment Form. • An implementation plan, including the nature, extent and duration of field-testing, if any. UFLS July 2008

General Administrative for SDT • Voting • Voting may take place during formal meetings or may take place through electronic means as the SDT Chair deems necessary. • Approval of any action of a SDT requires two-thirds of the SDT member votes cast. • Only those team members who are appointed by the ROS have the right to vote.   18. General Administrative for SDT (Cont.) • Quorum • A quorum requires two-thirds of the voting members of the SDT. The voting members are those members appointed by the ROS. • Proxies • Proxies for SDT voting are not allowed. UFLS July 2008

General Administrative for SDT (Cont.) • Open Meetings • Meetings of SDTs shall be open to all interested parties. • The SDT Chair is responsible for conducting the meetings in a responsible, timely and efficient manner. • To accomplish its assigned tasks there may be times when the Chair has to limit the participation of guests to ensure that the SDT accomplishes its assigned tasks in a timely and efficient manner.
