Consultation - milestone • A first for Scotland – first national assessment; all sources of flooding • First step to improving public investment – targeting expenditure, ensuring investment precedes flooding • SEPA is delivering its new responsibilities to advise government and local authorities

  18. FRM Planning Framework • 14 Local Plan Districts • Each LPD requires:- FRM Strategy (objectives with appraised measures) - Local FRM Plan with agreed, funded and timetabled actions

  19. The catchment approach - why? • SEPA competent authority for both/expectation from Government and stakeholders • Reduce risk of conflict • Highlight opportunities to deliver for both • Reduce burden on stakeholders

  20. How? • AAG boundaries and FRM local plan districts to align where possible • Pilots • Timelines considered together • Consultation and engagement co-ordinated • Emphasis on multiple benefit projects

Adding marine planning into the mix! • Need to coordinate RBMP/FRM with regional marine plans • Marine Planning Partnership representation on RBMP and FRM advisory groups and vice versa • SEPA role similar to our engagement with land use planning system • Marine plans should reflect the objectives of WFD and FRM and vice versa. • Catchment approach
