Terms of Reference of the Mission • Review the system of fund flow from State Government to Schools/cooking agency and the time taken in this process. • Review the management and monitoring of the scheme from State to School Level. • Review the implementation of the scheme with reference to availability of food grains, quality of MDM, regularity in serving MDM as per approved norms and mode of cooking. • Role of Teachers, • Convergence with School Health Programme (SHP) for supplementation of Micronutrients and health check-ups and supply of spectacles to children suffering from refractive errors. Issues • Cooking Cost: Delay of 2-4 months in payment of cooking cost and teachers had to pay out of their pockets in many schools. • Irregularity in supply of food grains by transporters: As a result the schools have to borrow food grains from the nearby schools • Irregularities conducted by the cooking agencies: Cooking agencies like Annapurna and centralized kitchens are not providing satisfactory services. • MDM LOGO: Not found displayed in any of the visited schools in both the districts Ministry of HRD, Govt. of India

Issues • Lower coverage of students:attendance in all the schools was found between 40 and 55%. • Lack of proper utilization of Kitchen –cum-stores: Food is prepared in the open and food grains are not stored there. • Maintenance of records: Several purchases are not supported by documents. • Honorarium to Cooks: Huge delays in payment of honorarium especially in TonkDistrict. • Menu: The Menu prescribed by the state Govt, is mostly followed Ministry of HRD, Govt. of India

  27. Status of MDM- MIS Data Entry • Annual Data entry completed for 100% of the schools • Monthly Data Entry Status

  28. Recommendations • Advance payment of cooking cost and E-transfer from District to schools on pilot basis. • Separate account for MDM to be maintained. • Train MDM in-charge for maintaining MDM records. • Food grains should be supplied regularly by the transporters to the schools. CEOs/BEOs should monitor the supplies through regular inspections. • Serious efforts should be made to maintain record of students attending schools irregularly and declaring dropouts. • The services of cook-cum-helpers should not be terminated in the new academic sessions.   29. Passbook may be issued to cook-cum-helpers and payment be made through E-transfer to cut delay in payment of honorarium. • The functioning of Annapurna samiti scheme should be reviewed at the state level. • Helpers should be provided at the schoools where MDM is supplied by Centralized Kitchens. Suggesstions given for improving the functioning of Centralized kitchens should be incorporated in the MOUs. • Commissionerate of MDM should have administrative control over DEOs and BEOs. • Developing kitchen gardens or green square by the waste water from kitchen and handwashing of children. • Hand washing with soap before eating needs to be promoted. • Better implementation of school health programme in the state.
