  3. O.K., Maybe the state of New Mexico is not exactly “walking on sunshine” fiscally, but with a little planning you can avoid getting burned on a deserted island!

  4. The 2009 Legislature appropriated funds from the General Fund for: • Truancy and Dropout Prevention • Family and Youth Resource Act • After School Enrichment Programs • Homeless, Title I, Title IV – Federal • Elementary PE (No funding for new sites) • GRADS

  5. How Does PED determine who receives funds? • Competitive/Non Competitive Requests For Applications (RFA’s) • Competitive Request For Proposals (RFP’s) • Pre-determined Eligibility Requirements • Competitive Sealed Proposals (> 50k) • Small Purchase Contract (<50k) • Sole Source Procurement

Fund/Revenue Codes • After School Enrichment Programs- Fund : 27168 Revenue: 43202 • FYRA - Fund: 27140 Revenue: 43202 • Homeless – Fund: 24113 Revenue: 44500 • Homeless STIMULUS – Fund: 24213 Revenue: 44500 • Truancy – Fund: 27141 Revenue: 43202 • Title IV – Fund: 24157 Revenue: 44500 • Contractors: Reference Professional Services Contract (PSC) Number (i.e., GRADS) In some instances districts will have assigned a district code for flowthrough as well as the state assigned codes.

  8. Budget Adjustment Requests • It’s Electronic! • Operating Budget Management System “OBMS” • PED does not accept paper BAR’s • Go to http://164.64.166.238/PED_OBMS/ • Or Access through PED Home Page www.ped.state.nm.us

  9. Cash Requests – NOW Electronic! PED program staff process the requests within 5 days of receipt in OBMS. Expenditures are verified. The requests then go to fiscal for final processing and then to DFA where a check/warrant is issued and released. Districts can track process.

  11. Submitting Cash Requests Find out who in your business office will submit the Request for Reimbursement (RFR) and introduce yourself!

  12. Ok…..this is all “nice” to know but why do I “need” to know any of this?

  13. 2010 New Mexico Legislature Since we don’t know how much “buried treasure” will be available next school year, competition may be tough, so…….

Spend the Money this year!! • School and Family Support Bureau Staff will contact you periodically throughout the year inquiring specifically when a district has not drawn down funds. • Communicate regularly with the business office personnel at your school district to ensure that funds are being drawn down. Follow the 50% rule: Expend 50% by the end of the calendar year. • The PED Chief Financial Officer will send a letter to school districts in the spring indicating the End of Year Fiscal Close-Out deadline dates.

  15. $$$$$$$$$pend the money!!!. As per most state legislative appropriations, the language within the final legislation will state that “any unexpended or unencumbered balance remaining at the end of fiscal year 2009 shall revert to the general fund.” Funds do not carryover!
