What is PRStar.Net ? • Network that will interconnect all government agencies with the capability of transmitting voice, video, and data • Provide quick and safe access to government services • Move information instead of moving people • Make better use of time • Be sensitive to environmental and natural resources • Reduce government operating costs • Increase productivity and competitiveness

  3. Inauguration of PRStar.Net • Proof of concept completed on October 17, 1997. • A total of 7 agencies interconnected: • Office of the Governor, Office of Management and Budget, Department of Education, Planning Board, Department of Consumer Affairs, Government Development Bank, and Central Communications Office • Construction of the network operations center was done by inmates from the Department of Corrections generating savings of 30% of total estimated cost. • By August 1998 number of connected agencies up to 13.

  4. PRStar.Net Phase I • On January 4, 1999 the interconnection of the central offices of the agencies within the San Juan Metro area starts. • Fore Systems was selected as vendor of telecommunications equipment. • 13 specialists from the Government of Puerto Rico were certified in Fore Systems technology. • 70 IT specialists from different agencies were trained on the workings and maintenance of the equipment. • By December 31, 1999, 131 agencies were connected; 100 using electronic mail.

Services Provided by PRStar.Net • Connectivity • Wireline connectivity (Minimum T1, ATM, QoS with voice, video, and data capabilities) • Wireless connectivity (Spreadspectrum technology) • Internet Access (central proxy caching) • Infrastructure for interagency applications: • Electronic mail (Lotus Domino/Notes, MS Exchange, shared address books) – 107 agencies integrated on email system • Government of Puerto Rico General Accounting System – application of the Department of the Treasury with 62 client agencies

Services Provided by PRStar.Net (cont.) • Infrastructure for interagency applications (continued): • Government of Puerto Rico Human Resources System – application of the Department of the Treasury with 36 client agencies • Online Geographical Information System – application of the Planning Board with 4 client agencies • Web services – 53 agencies have web sites • Global Government Software Contracts (MS, Novell, Lotus, McAffee, Tivoli)

  8. PRStar.Net Phase II • Interconnection of 1,400 state and municipal government agencies across the Island • Wireless connection using an OC3 speed backbone, 45Mbps UNII 5.8GHz extension to the municipalities, and 11Mbps spreadspectrum connections to the agencies. • 53 government employees have been trained in spreadspectrum technology. • 20 government employees have been trained in UNII technology. • 20 specialists from the Government have been certified in ATM technology.
