  2. The purpose of this Workshop • Inform about the LIFE Programme and its methodology • To share its experience and • To gather support

  3. Premise of LIFE Local people and organization best determine which problems need urgent attention’ And ‘Locally inspired solutions have a better chance of success then those imposed by governments or donors’.

  4. The Goal of LIFE Simple – and direct – to help city dwellers to help themselves.

  5. LIFE’s Objective LIFE promotes local-local dialogue and collaborations between various stakeholders at all levels to improve urban environmental conditions which eventually lead to appropriate changes in policies and functioning styles.

LIFE’s Main Activities • Providing small scale grants to NGOs, CBOs and local authorities to improve the environmental conditions in low income settlements. • Promoting dialogue, cooperation and networking between various stakeholders at all levels, such as the neighborhood; community; city; national; regional; inter-regional and global, to improve urban environmental conditions. • Developing capacity of stakeholders at all levels for cooperation, dialogue, networking and resource mobilization. • Linking project and policy initiatives to institutionalize LIFE methodology across various sectors.

  7. This community based initiative is operating in 12 other countries.

  8. Programme launched in May 1998 in Bangladesh. • Currently Working in Dhaka, Chittagong & Sylhet.

  9. Initiatives carried out by LIFE Bangladesh • Community Management of urban basic services such as water, sanitation and drainage. • Participatory planning of community interventions at the local level with NGOs, CBOs, Private Sector, Local Authorities and Service Agencies. • Utilize information and standards of environmental and natural resource conservation in planning at the urban neighborhood level. • Community based natural resource preservation

Initiatives carried out by LIFE Bangladesh contd…. • Dialogue with polluters for improving urban environment (such as tannery owners or hospitals and clinics) • Promoting community based local initiatives for protection of environment. • Eliminating or Reducing Occupation in Hazard Prone Areas. • Environmental Education and participation of school children.

  11. Tool or Methodology Local-local dialogue an informal yet focused gathering of the community which has been found to yield formal and efficient results – which is then followed at municipal, city and national levels.

  12. It encourages communities,local actors and NGOs CBOs to move from conflicting positions to that of alliance.

  14. At the core of LIFE are – small scale low cost projects proposed, planned and executed by communities with the assistance of grassroots organization.

  15. LIFE’s Main Environmental Areas of Support at the Community Level • Increasing drinking water supply • Improving solid and liquid • waste management

  16. Decreasing air and water pollution. Eliminating occupation of or improving living conditions in hazard prone areas. Improving environmental health

Providing environmental education Eliminating the use of environmentally damaging technologies Utilizing environmental considerations in urban planning • TThe projects selected for LIFE funding should address the environmental problem in a way that would also add value to the social and economic development of the community.

  19. Sharing obligations The task of keeping cities livable is a gigantic one, to alleviate urban poverty, to improve infrastructure of cities and to provide the poor with shelter and services. It is not possible for the government, private sector or international organizations to carry the load alone. The load must be carried by the city dwellers themselves in cooperation with municipal governments, NGOs and CBOs. Stimulating this effort is the purpose of LIFE.

  20. Creating Partnerships Nurtures the relationship between communities, NGOs, CBOs and local authorities resulting in effective partnerships.

  21. Creation and strengthening of CBOs. The creation of CBOs empower a community in all issues of local governance be it access to services or issues of security.

  22. Local Ownership Ownership towards ‘common wealth’ of the society be it a garbage management system of the community, a water point or latrines.

  24. Gender Empowerment Poorest of the poor-Usually women LIFE empowers them through local-local dialogues to have a voice through community building to enable them to plan and execute projects independently through skills training and IGA.

  25. Local support generated through local-initiative. The SSG projects have managed to generate a substantial amount of in-kind services.

  26. Environmental Awareness Raising. This is perhaps the most important criteria for establishing or maintaining any environmental initiatives.

  27. Flexibility LIFE does not tell the target group what should be the target activities for the project. It assists the communities to decide their own priorities providing them with a lot of flexibility.

  28. Replication The SSG Projects of the programme have been able to generate spontaneous Replication in neighboring communities and other areas.

  30. Constraints • Short Time Line • Lack of understanding Life Approach. • Operational Infrastructure not adequate. • Lack of resources.

Conclusion • Life is a programme based on human interaction and participatory local governance and the measure of its success is more qualitative than quantitative. • Life is a small pilot programme with modest funding for an extensive effort. By almost any criterion, the programme has been very efficient and delivered good value for money.
