The advantages and opportunities • Sufficient labor supply and high saving rate • Consumption Upgrading and diversification • The accelerated urbanization process • The enhanced technology progress • The integration of domestic economy with global economy • The enhanced institutional reforming

The disadvantages and Challenges • The emerging bottleneck of main natural resources supply • The pressure of the environmental and ecological degradation • The increased social conflicts caused by unbalanced development pattern • The emerging shortage of more skilled labor force • The structure of the population • The opposition to free trade and globalization

  5. IV. Pursue a balanced pattern of development • Scientific approach of development • “Five balances” • New pattern of industrialization • Productivity based growth • People centered development • Sustainable development • Emphasize more on poor population

The main development indicators • There are more than 30 indicators included in the 11th five-year plan covering growth, economic structure, population, resources, environment and public services • GDP grow at 7.5% each year • The energy consumption per unit GDP decrease by 20% within next five year • The main pollution decrease by 10% within the next five year • Different indicators will be enforced by different measures

  7. VI. The priorities of 11th five-year plan • 1. Maintaining relatively rapid economic growth • 2. Building new socialist countryside by enhancing rural development and improving public services in the rural areas so as to narrow rural-urban gap and further reduce the rural poverties. • 3.Adjust the industrial structures so as to improve competitiveness and spatial allocation • 4.Enhance service sectors so as to improve service quality and increase service employment • 5.Coordinate regional development so as to narrow regional disparity and improve the balance of allocation of population, economies and resources

Deepening institutional reform • 9. Implementing mutual beneficiary and win-win opening strategies • 10. Improving social harmony by constructing social mechanism for interest balance and expansion of basic public service to poor population
