  1. PUBLIC HEARING Draft Amendments FY 2011/12 – 2015/16 Transportation Improvement Program (TIP)

  2. Public Hearing Notice A legal ad was placed in the Lakeland Ledger on May 28, 2012 to notice this public hearing. Notice is provided in accordance with the adopted Polk TPO Public Participation Plan which complies with federal requirements regarding public involvement in the TPO process.

  3. Public Hearing The Polk TPO holds all public hearings in compliance with Titles VI and VIII of the Civil Rights Act. Public participation is solicited without regard to race, color, national origin, age, sex, religion, disability, or family status.

  4. What is the TIP? • Identifies how all federal and state transportation money is anticipated to be spent in Polk County. • The TPO is required by federal legislation to prepare and adopt a TIP annually.

  5. What’s in the TIP? • Projects can be highway, public transit, rail, aviation, bicycle, pedestrian, safety, and freight-related projects. • Projects come from the FDOT Five-Year Work Program (FY 2011/12-2015/16), including projects that were funded in the previous federal fiscal year (due to fiscal year overlap), and transportation projects in local government Capital Improvement Plans (CIP).

  6. Why Amend the TIP? • Projects must be listed in the TIP accurately in order to receive federal funding: • Correct project phasing • Funding (source, year, and amount) • Project description and limits • Must be consistent with the Long Range Transportation Plan (LRTP)

Winter Haven Area Transit (WHAT) • Federal Transit Administration Grants: • Move unused Section 5309 funds from FY 2009/2010 to FY 2012 • $200,000 – FTA grant • $ 50,000 – Local funds (match) • $250,000 – TOTAL • Add Section 5307 formula funds (federal fiscal year 2011) • $1,800,000 – FTA grant • $ 513,428 – Local funds (match) • $2,313,428 - TOTAL

  10. Winter Haven Area Transit (WHAT) • Federal Transit Administration Grants: • Move unused Section 5309 funds from FY 2009/2010 to FY 2012 • $200,000 – FTA grant • $ 50,000 – Local funds (match) • $250,000 – TOTAL

  11. Polk Transit • Federal Transit Administration Grant: • One Call, One Click Center – Veterans Grant • $1,542,267 – FTA grant • $ 385,567 – Local funds (match) • $1,927,834 - TOTAL

  12. Recommendation The Citizens’ and Technical Advisory Committees approved the draft amendments during their last respective meetings. TPO staff recommends the Board approve the amendments to the FY 2011/12-2015/16 TIP as presented. ROLL CALL VOTE REQUIRED
