  4. LOGCAP IV CONTRACT W52P1J-0-D-0007, 0008, 0009 • MISSION: • USG PROPERTY SPECIALIST CONDUCTS THE LOGCAP III TO LOGCAP IV TRANSITION OF PROPERTY FROM THE OUTGOING LOSING CONTRACTOR (KBR) TO THE INCOMING GAINING CONTRACTOR (DYNCORP OR FLUOR)

  5. LOGCAP IV CONTRACT W52P1J-0-D-0007, 0008, 0009 RISK: THERE IS A POTENTIAL FOR DISPUTES BY CONTRACTORS (KBR, FLUOR, AND/OR DYNCORP) REGARDING SERVICEABILITY. ACCOUNTABILITY AND TRANSFER OF CONSUMABLE MATERIALS IS THE WILD CARD.

  11. Property Administration • Day to Day Property Administration Activities 1. According to DCMA Appendix C, the USG Property Specialist has validated the inventories and property records of the Outgoing Losing Contractor (KBR) during the inventory pre-validation phase. KBR will provide the inventory work/count sheet by specific site location for the joint physical inventory of property. During the joint inventory, KBR shall remove current identification tags and Dyncorp or Fluor shall affix new property identification tags for all property items inventoried, as required, and in accordance with the contract and the FAR 45 requirements. The DCMA Property Team has reviewed the inventory and property records to assure completeness and accuracy by means of “statistical method” (random sample) of both the physical inventory and the contractor’s property records.

A rehearsal of concept exercise (ROC Drill) determines whether or not the contractor is prepared to execute a transition during the ROC drill phase. 3. A final USG Property Specialist review determines whether or not a forward operating base is ready to be transitioned during the transition readiness review phase.

The USG Property Specialist has determined that all services required for the forward operating base's task order have been successfully transitioned to the Incoming Gaining Contractor (Dyncorp or Fluor) during the validation phase. The work/count sheets shall be signed by both KBR and Dyncorp or Fluor staff performing the counts to reflect concurrence of equipment and material that have been identified , current condition, and quantity counted. Any/all discrepancies shall be annotated and agreed upon by both KBR and Dyncorp or Fluor. The DA-3161 or DD-1149 and attached Work/Count Sheets by specific site/location shall be signed by the “Authorized Management” representative during the 100% joint inventory process to reflect concurrence and accuracy of each sheet of documentation. Copies of the signed DA-3161 or DD 1149 (with supporting documents for the transfer) for the property will be distributed to KBR, Dyncorp or Fluor, and the DCMA Administrative Contract Officer. USG Property Specialist shall distribute the original signed DA-3161 or DD 1149 document to the DCMA Property Transition Team Leader who gives the document to the prime DCMA Property Administrator.

The lead Administrative Contract Officer for DCMA will issue a letter that formally releases Outgoing Losing Contractor (KBR) of their duties in the previous task order and gives the Incoming Gaining Contractor the responsibility to implement the requirements during the ACO release letter phase. This property listing shall become the Government Furnished Property (GFP) listed as the “Property Exhibit” of the contract and represents the GFP that will be initially provided to the Incoming Gaining Contractor (Dyncorp or Fluor) under the terms of the LOGCAP IV Task Order for contract performance.

Property Administration • Day to Day Property Administration Activities • DCMA Inventory Validation Summary Report: • Property Transition Annex C Instructions: “The DCMA Property Team shall validate the Incumbent Contractor’s inventory and property records to assure completeness and accuracy by means of “statistical sampling” of both the physical inventory and the contractor’s property records.
