  2. 2010 TAC Goals • Facilitate stakeholder engagement in the ERCOT nodal market implementation program and ensure the activities of TAC and its subcommittees are properly focused on delivering the nodal project by its intended Go-Live date. • Ensure that Nodal Parking Deck issues are properly framed and ready to be addressed following the start of the nodal market. • Assist ERCOT staff in the identification and resolution of nodal transition issues. • Complete a renewable technologies integration plan which addresses the various issues and potential solutions necessary to accommodate increasing amounts of renewable energy into the ERCOT system.

Nodal Update From ERCOT – Key Items • Nodal-Project Update • Jason Iacobucci (ERCOT) reported that prices as in the testing are looking good and are considered in range. • Nodal systems are operating in testing 24 x 7 with constant monitoring • Some system processing issues are expected given the large amount of system development that has taken place for Nodal. • ERCOT will initiate a period of validation (LMP) • ERCOT requested that those eligible to please participate in Market Trials • Progress Reports for Nodal will continue to be provided.

  4. Update/Comments from TAC Chair TAC Chair, Brad Jones provided a brief update of the TAC leadership retreat. A highlight of the meeting is that TAC is charged with developing a list of Nodal Guiding Principles and each TAC Subcommittee is to review and provide comments.

TAC Voting Items The following PRRs and NPRRs were reviewed by TAC for adoption PRR841 Revise Total ERCOT Wind Power Forecast (TEWPF)) – TAC Approved NPRR169 Clarify the Calculation and Posting of Locational Marginal Prices (LMPs) for the Load Zone and LMPs for each Hub) – TAC Approved NPRR156 Transparency for Power System Stabilizer (PSS) and Full Interconnection Studies – TAC Approved with amendments NPRR203 Amend Telemetry Bus Accuracy Requirements – TAC Approved NPRR204 Update Generic Start-up Cost for Reciprocating Engines - TAC Approved NPRR207 Hour Start Unit De-selection and Half-Hour Start Unit Reliability Unit Commitment (RUC) Clawback) This NPRR was tabled by TAC

WMS – Key Items Voting Items GATF – WMS endorsed the recommendations of the GATF WCATF – WMS endorsed Wind Plus Load Ratio Share proposal and directed WCATF develop appropriate NPRR language NPRR 091 – Took 2 votes and endorsed NPRR 091 with changes to 4.4.11.2, in order to allow cost recovery for units using fuel oil. WMS –endorsed minor change to procedures… WMS shall follow the election process as described in the TAC Procedures, Section III… when electing the WMS Chair and Vice-Chair. Working Group Reports CMWG , DSWG, QMWG – updates only no votes taken MCWG CWG/MCWG merger into TAC Subcommittee with voting structure? “e” factor recommendation or discussion at April TAC WMS endorsed draft NPPR - DAM & Real-Time Market Default Allocation Changes with WMS corrections and any ERCOT staff clean-up

WMS Voting Item for TAC Wind Cost Allocation Task Force (WCATF) http://www.ercot.com/content/meetings/tac/keydocs/2010/0304/09._WCATF_WMS_UPDATE_021710_rev_2.ppt Two allocation methodologies were proposed for WMS Consideration Wind Plus Load Ratio Share Proposal (ENDORSED) Wind generators receive a hedgeable ancillary service obligation for responsive reserves, non-spinning reserves, regulation up, and regulation down Wind generators can reduce the obligation by qualifying for “reliability credits” Incremental Allocation Proposal WMS also heard a presentation that advocated for no action to be taken regarding WCA

WMS - Inactive Task Force Joint ROS/WMS Multiple Interconnection of Generation Task Force (MIG TF) TF has be disbanded WMS Action to be taken: Market Participant Notification Period (Transmission outage) ROS Interconnection Date for Protocol Considerations Mark Bruce shall draft protocols to introduce generation operation date. The generation operation date shall define what the generation unit is expected to do, and the Interconnection Date would define the requirements of equipment at the point of interconnection. Existing resources reconnecting to a different line would be grandfathered to the date of the original interconnection. Planning Concept Endorsement Option – B - Minimal Cost - As a default view TSPs would try to minimize the cost of Transmission, (ERCOT process does not change regarding optimization).   10. TAC Comments!!! • WMS Update – Wind Cost Allocation Proposal TAC members gave consideration to this topic which was highly debated for hours. TAC Chair will appeal to the ERCOT Board for advice on moving forward.
