    2. A noise abatement plan was negotiated as part of the Final Agreement between the MAC and the City of Eden Prairie at the end of 2001. That agreement established MAC ordinance 97 and outlined several actions on behalf of the MAC that are intended to reduce noise impacts at FCM. In return the city dropped their opposition to the proposed FCM expansion and agreed to support the runway extension of the south parallel to 5000 ft, A noise abatement plan was negotiated as part of the Final Agreement between the MAC and the City of Eden Prairie at the end of 2001.     5. Pilots are asked to voluntarily commit to not operate at FCM between 10 p.m. and 6 a.m. Limit night flights between 10 p.m. and 12 midnight for nighttime flight currency purposes only. Nighttime hours at FCM are defined as 10 pm to 7 am. This is the time period when people are normally resting and ambient sound levels are generally low due to less activity. Aircraft operators are asked to avoid operating between 10 pm and 6 am when possible. Limit flight activity, and if you do operate use Runway 10R as the preferential runway and complete all nighttime currency touch and goes by midnight. Use the south parallel runway for operations before 7 a.m. and turn southbound as soon as practical to overfly the river valley while you are gaining altitude. We investigate noise complaints using our Airport Noise and Operations Monitoring System to verify if their has been a violation of the restriction on nighttime operations or a stage 2 operation. If we can verify the complaint in the noise office we send out a violation letter to the operator notifying them of our voluntary agreements and ask them to send a detailed response of the aircraft operation to the airport manager.
