    4. 5310 Program Purpose To provide funds for the purchase of accessible vehicles and other equipment to serve elderly persons and persons with disabilities where existing transportation is unavailable, insufficient or inappropriate. Capital Program Eligible Applicants: Private non-profit organizations Tribal governments and groups Public transit agencies where non-profit organizations are not readily available to provide the proposed service.     5. 5310 Application Process Public Transit-Human Services Transportation Coordinated Plan Requirement Applications submitted to Regional Transportation Planning Agency (RTPA) for scoring – June/July 2008 RTPA submitted applications to Caltrans – August 29, 2008 Projects must be derived from a public transit human services coordinated plan. There are 43 coordinated plans statewide (22 rural). Orange County just adopted plan. San Diego just adopted second plan. Draft list developed – September/Oct. 2008 California Transportation Commission (CTC) for public notice & adoption – December 2008 & January 2009 FTA approves funds & Caltrans notifies applicants – February 2009

    9. Type I Small Bus Rear Lift This is the small bus. This is the smallest of the cutaway buses on the State contract. The term cutaway refers to a body on chassis style of construction where the bus manufacturer receives just the front cab section and frame and the bus body is built on the back of the chassis. This particular bus will hold eight ambulatory passenger and two wheelchairs plus the driver. The “type” numbers referenced in some of the slides refer to a numbering system assigned by the Department of General Services through the bid, solicitation, award process. This is the small bus.     10. Type III Large Bus Rear Lift This is the Large bus capable of holding 16 ambulatory passengers and two wheelchairs plus the driver.     11. Type VIII “MST II” Bus on Freightliner Chassis This is the largest bus available on the State contract. This bus is available with alternative fuel, compressed natural gas (CNG).     13. 5311 Program Purpose Provides formula funding for public transportation projects Eligible projects: capital, operating, planning and technical assistance projects. Intended to provide access to employment, education and health care, shopping and recreation. Serves areas population of 50,000 or less (according to 2000 census).     14. 5311 Application Process Each region or county’s Transportation Planning Agency (TPA) plans and programs projects based on regional transportation needs. TPA submits grant application to Caltrans for regional apportionments (formula based).

Intercity Bus Service Definition Regularly scheduled bus service, available to the general public, operating on fixed routes to more distant points: Making limited stops Connecting two or more urban areas not in close proximity Capacity for transportation baggage Provide meaningful connections and reasonable lay-over times Regularly scheduled bus service, available to the general public, operating on fixed routes to more distant points (Greater than fifty-miles (50) from the point of origin): Making limited stops At transit gateways that may include an Intermodal facility, a station/terminal such as Greyhound, and/or Amtrak, and no more than three additional stops at major activity centers such as a medical facility or shopping center. Connecting two or more urban areas not in close proximity - defined as communities located within a distance greater than fifteen (15) miles apart of each other. Capacity for transportation baggage in an area within the bus (i.e. racks above the seating area, or as designated in an outer compartment) where luggage can be carried safely. Provide meaningful connections and reasonable lay-over times A meaningful connection is that which allows connectivity at a designated physical location serviced by intercity bus carriers, either directly, or on the street immediately adjacent to the facility, allowing transfers for both outbound and inbound passengers within a two-hour time frame upon either side of the rural service schedule (four hours total). This service is scheduled for late Fall 2008, early Spring 2009. This service will greatly enhance California’s efforts towards building our network by filling gaps and establishing connectivity. We encourage our transit operator’s in this part of California to work with Greyhound and other transit operators in Oregon in establishing connectivity and enhancing meaningful connections.     27. Section 5317 Program Purpose Provides funds for transportation projects for disabled individuals BEYOND what is required by the Americans with Disabilities Act of 1990. AND Provide NEW public transportation services and alternatives for disabled persons commuting to and from jobs, and employment support services.
