  1. Cost, Schedule and Funding5.2 Comments 5.2 Comments • The earned value system is useful for overall trends in the project. Milestones give more immediate indications of status. Milestones are particularly important for the foreign contributions since they are carried at no cost. Only two L2 milestones were shown between now and CE 2, 9 months from now. • The basis of estimate, the approach to contingency, cost and schedule estimate collection within DECam is strong for a project at this stage of its development.   2. Cost, Schedule and Funding5.3 Recommendations 5.3 Recommendations • Need to clarify the expectations for CD 3. The CD 3 is scheduled to be simultaneous with CD 2. The design will not be at CD 3 level at that time so there will need to be CD 3a and a CD 3b or a delay in CD 3. • Develop more formal agreement for the in-kind contributions being made by foreign collaborators. The foreign support for DECam, particularly from the UK and Spain, seem to be committed. The project management needs monitor this funding to assure that the funds are available. • Form a resource management board with representatives of the installations. • Add L2 milestones with a density of about one per month.
