  2. Performance of IWMP Projects Sanctioned during 2009-10 • During 2009-10, a total of 1324 projects covering an area of 6.31m.ha. have been sanctioned in 20 States. • All these projects have completed the duration of preparatory phase and due for 2nd installment. • So far only 151 projects [Nagaland (22 projects), Tripura (10 projects), and Karnataka (119 projects)] have claimed 2nd installment. • Balance 17 States are yet to submit proposal for 2nd installment.

  3. Performance of IWMP Projects Sanctioned during 2010-11 • During 2010-11, a total of 1865 projects covering an area of 8.82m.ha. have been sanctioned in 23 States. • The States of Jharkhand, Mizoram, Sikkim & Tamil Nadu are yet to claim 14% of Balance 1st installment by furnishing complete proposals. • These projects have also completed more than 1 year of project duration and implementation needs to be expedited to claim 2nd installment in time. • No State has furnished the proposal for 2nd installment till date.

  4. Performance of IWMP Projects Sanctioned during 2011-12 • During 2011-12, a total of 1898 projects covering an area of 9.08m.ha. have been sanctioned in 27 States. • All these projects are due for claiming 14% of balance 1st installment by furnishing complete proposals during 2012-13. • Except Meghalaya, no State has furnished the proposal for the balance 14% of 1st installment till date.

  5. IWMP -Proposals for 2012-13 • During 2012-13, it is proposed to take up new projects covering an area of 5 million ha. in the country. • The State-wise target area for taking up new IWMP projects during 2012-13 was circulated to States in the month of December, 2011. • So far, no State has furnished PPRs for the appraisal of the Steering Committee on IWMP. • Appraisal & clearance of projects is linked with the progress and status of updation of data in MIS.

  6. Major Issues • Non-submission/ delayed submission/ submission of incomplete release proposals • Online reporting of MPRs at watershedmpr.nic.in& QPRs for pre-IWMP projects at watershed.nic.in • Regular updation of data entry at http://iwmpmis.nic.infor IWMP projects • MoU between SLNA and DoLR have not been completed • Pending UCs - 1271 no. amounting to Rs. 795.76 Cr. (as on 31.03.2012) • Unspent balance - Rs. 3587.37 cr. (as on 31.03.2012) (DPAP-Rs.273.95 cr., DDP- Rs. 211.12 cr., IWDP-Rs. 224.93 cr. & IWMP – Rs. 2877.37 cr.)

  13. Post-project Evaluation and Submission of Completion Report • As on 31.03.2011, 26,646 projects under 3 schemes - completed. However: • Post project evaluation report and completion report have not been submitted for majority of these projects. • States should ensure furnishing of completion report, final UC, ASAs, post-project evaluation report and refund of unspent balance etc. immediately.

  17. Completion of Ongoing Pre-IWMP Projects • December, 2012 - cut off date for completion of all ongoing pre-IWMP projects except projects in snow bound areas. • The States have to claim 3rd installment immediately and claim balance 4th & 5th installment before Dec. 2012. • In case of 4th & 5th installment, proposals may be submitted immediately for release of funds. • 4642 ongoing pre-IWMP projects are to be completed by December, 2012.

  21. Foreclosed Projects A total 7295 projects have been foreclosed under DPAP, DDP & IWDP. In order to enable the Department to formally close such projects, following documents are required from States : • Year-wise UC since the sanction of the project. • Activity-wise physical and financial progress made so far. • Details of assets created • Non-embezzlement certificate. • Exit protocol for the maintenance of assets created. • Year-wise ASA since the sanction of the project. • Refund of the unspent balance including the interest accrued in the form of Demand Draft in favour of PAO, DoLR.

Issues • Regular updation of data entry in MIS for IWMP projects • Unspent balance of Rs. 3587.37 cr. as on 31.03.2012 to be liquidated by expediting implementation • Positioning of requisite staff & professional experts at all levels • Uploading information on website of SLNAs - SPSP, DPRs, photographs etc., • Annual fund requirement under IWMP on the basis of AAPs of DPRs • Convergence of IWMP with other related programmes
