ILO Decent Work Agenda Employment: the promotion of employment opportunities for all; an escape route from poverty Rights: promotion of rights at work.; a requirement for workplace democracy Protection: extending social protection for all, including to those in the informal economy, as well as improving occupational health and safety Dialogue: the wider application of social dialogue, and promoting gender equality in the world of work

Decent Work Deficits • A decent work deficit or lack of decent work is defined as “the absence of sufficient employment opportunities, inadequate social protection, the denial of rights at work and shortcomings in social dialogue” • Decent work deficits are evident in all four areas that comprise the Decent Work agenda. • However it is more evident on Occupational Safety and Health in the three most dangerous occupations: agriculture, mining and construction

Examples of Decent Work Deficit Rights: • Denial of trade unions rights, through threat, intimidation, union bursting, anti –trade union policies • creation of yellow unions, • violence against trade union activists Employment: lack of employment opportunities among the women, casual seasonal and the disadvantaged groups • Precarious Employment

Decent Work Deficit • Social protection: Some workers are excluded from the national legislation or the Collective Agreement, such as agriculture. • Low standard of Occupational Safety and Health • The transfer of technology to developing countries is also transfer of occupational hazards and risks. The situation is more aggravated by HIV/AIDS, Malaria and TB, under condition of poverty.

  6. Decent Work Deficit • No Risk Assessment is carried out, that should help to prevent or control hazards/ris at the workplace. • some preventable accidents or illness could be not happen if employers and workers work together according to their respective responsibilities with obligations

  7. Decent Work Deficient • Social Dialogue. • There can not be any meaning social dialogue among government. Employer and worker, when the trade unions and their members are not granted the rights they deserve as well building their capacity to exercise their obligations. Employers are turning to the use of employment agencies of gang masters eliminating effective employment relationship that can guarantee effective social dialogue creating

Labour Inspection • There is also a wide gap created by absence or lack of effective Labour inspection. • In some countries some workplaces are no go area for the Labour Inspectors, especially in the agricultural sectors and Export Promotion Zones. I know IALI members in Africa are facing a many challenges, but it is at events such as this one that we can as stakeholders discuss the missing links in promoting Decent Work

  13. Outsourcing of Labour • Outsourcing, casual, temporary, seasonal employment undermines occupational safety and health standards at the workplace

  14. Decent Work??? • Workers are exposed to various work related-injuries and diseases: RSI, muscoskelatal disorders, toxic substances etc

  15. How Trade Unions can Influence Priority and Outcomes of WDCPs • Trade Union network consultations to identify issues for tripartite discussions • Use of social dialogue, not only as a tool for dispute resolution, but as a mechanism for facilitating consultation and effectively addressing strategic issues relating to employment and labour. • Working together with managements to promote decent work through incentives and promotional activities such as the “best worker of the year”; no accident bonus

Trade union actions • Lobbying and campaign: Decent Work and Decent Life was publicly launched in at the World Social Forum in 2007,Nairobi by the trade unions and alliance of social movements • Occasion of 28th April and 1st May to raise awareness on DWCPs • Committing Resources towards Decent Work Agenda, • Education and Training of trade unions and workers
