  3. Leadership Responsibility Naval Leaders are responsible for understanding and aggressively supporting policies and taking immediate corrective measure in cases of personnel involved in drug and alcohol abuse and violations of the UCMJ.

Roles of Leadership Prevention • Deglamorize alcohol use and emphasize responsibility and moderation at all times • Provide adequate quantities of non-alcoholic beverages at command functions where alcohol use has been authorized. • Provide specific guidance to the command regarding responsible use. • Ensure the command Drug and Alcohol Program Advisor (DAPA) is trained and designated in writing.

Prevention cont. • Include alcohol and drug program information in command orientation programs for newly reporting personnel • Confer with command DAPA representative and refer members misuse or abuse alcohol for appropriate level assistance, evaluation, treatment and screening • Provide means for command or self-referral without risk of disciplinary action or career-ending implications for all members who have not incurred an incident, bur are in need of alcohol counseling and/or treatment

  6. Prevention cont. • Provide remedial education • Ensure personnel receive required drug and alcohol training • Provide counseling • Initiate treatment • Conduct an aggressive urinalysis program • Enforce minimum age drinking statutes

  7. Personal Responsibility • All personnel are responsible for their personal decisions related to drug and alcohol use and are fully accountable for any substandard performance or illegal acts resulting from such use

  8. Leadership Responsibility • All hands in position of authority must deglamorize the use of alcohol while setting a strong personal example of responsible behavior, both on and off duty

  9. Shipmate Responsibility • Shipmates take care of shipmates. All members must be aware of the warning signs of alcohol abuse and take positive steps to ensure shipmates do not abuse alcohol.

  11. Urinalysis • Naval Policy: Midshipmen will be randomly tested at least twice per year. • Naval Policy: “ZERO TOLERANCE”

  12. Urinalysis • Procedure: • You will be called in for urinalysis when the unit is opened. • You have until the close of business that day to come in for testing. • DO NOT WAIT UNTIL THE LAST MINUTE!

  13. Urinalysis Procedure • Properly enter YNCS Wilson’s office with a picture ID. • A staff member will follow you to the bathroom as you hold the empty urine container above your head

  14. Procedure cont. • Enter the bathroom and fill the container halfway • DO NOT add any foreign substance to the sample! • Secure the container and walk back to YNCS Wilson’s office with the sample in plain sight of the staff member • Place the sample of YNCS Wilson’s desk and hold it has he secures the sample. • Sign the chart and let YNCS Wilson know if you are taking any kind of prescription medicine

  15. Tips • Always carry a picture ID so you may come to the unit as soon as possible • Hydrate yourself so you may provide a good sample • Do NOT skip a urinalysis, you will be given a UA among other punishments
