Aims and Objectives The aims of this tutorial are: • To introduce you to the Learner Achievement Tracker (LAT) service on the Provider Gateway, including: • Who uses it and for what purposes. • What reports it generates. • How LAT guarantees the security of your information. • To teach you how to generate reports, including Summary Charts, National Comparison Graphs and National Chances Charts. • To teach you how to use the Prior Attainment Calculator. • To teach you how to download data.

You can click on a section title on the list opposite to go directly to the start of the section. Each section starts with a Section Contents slide, from which you can link to specific topics.

Section 1Overview of Learner Achievement Tracker • This section explains: • The purpose and benefits of the Learner Achievement Tracker (LAT) to partners, providers and key stakeholders. • The VA/DT reports available through the LAT. • Who can use LAT to generate reports. • The Quality Improvement Pack. • How the security of information is ensured. You can work through the section sequentially, or use the links in the panel to the left to go to specific topics. Overview of LAT 1 The VA/DT reports The LSC provides Value Added (VA) and Distance Travelled (DT) data for learners aged 16-19, to show how much progress in qualifications individual learners have made, based on their prior attainment compared to national results. VA/DT data are available as a suite of reports, including: • Summary Charts. • National Comparison Graphs. • National Chances Charts. A sample of these reports was first made available to WBL and FE providers for staff development and awareness-raising purposes on the LSC’s Online Data Collections (OLDC) portal, and to schools, Local Authorities and local LSCs on CD-ROM in Summer 2005.

  7. Overview of LAT 1 The LAT service on Provider Gateway Learner Achievement Tracker (LAT) is a service on the Provider Gateway that provides access to VA/DT reports and VA/DT data. Release of the LAT service on the Gateway replaces the use of the OLDC portal for disseminating the reports. A national pilot of the LAT service begins in January 2006. Providers can use the VA/DT reports generated by the LAT to make judgements about institutional performance.

  8. Overview of LAT 1 Who can use the LAT? The LAT service can be used by: • Work-based learning (WBL) providers • Further education (FE) providers. • Schools with Sixth Forms. • Local Authorities. • National Office LSC. • Local LSCs. • Inspectorates (ALI and Ofsted).

  9. Overview of LAT 1 The Quality Improvement Pack The LSC provides a Quality Improvement Pack. The Quality Improvement Pack includes: • Detailed information about Value Added and Distance Travelled for 16-19 learners. • Qualification Success Rates. • Recognising and Recording Progress and Achievement (RARPA). • Information about how to interpret and apply the VA/DT reports for quality improvement. • Case studies. • Provider Gateway information. • Links to the Business Cycle.

  10. Overview of LAT 1 The Quality Improvement Pack The Quality Improvement Pack can be obtained from the Training Document/Help area of the LAT, which links to the LSC’s New Measures of Success website at: http://www.lsc.gov.uk/nms.htm

  11. Overview of LAT 1 Security of Information in LAT • All information relating to a provider is held in strict confidence in LAT. A provider cannot view a report relating to another provider. • Authorised staff, including (home-based) inspectors in Ofsted and the ALI, can search on all providers on the Gateway and generate reports pertaining to any provider. • In the LSC, authorised staff in the National Office and local LSCs can generate reports pertaining to any provider. • The LSC shall not be liable for any indirect or consequential loss, damage, injury or cost whatsoever.

  14. How to select a Summary Chart Summary Charts 2 How to select a Summary Chart When you log in to LAT, the LAT Home screen is displayed. • On the menu, click on Summary Report.

In this example, the DT reports are DT/FE and DT/WBL because this is an FE and WBL provider. • Click on the DT or VA option to open up the reports available under each.

VA Reports Summary Charts 2 VA Reports The VA reports include: • One chart showing the VA scores for each qualification type. • For each qualification type, one chart showing the VA scores for each subject. • The options will vary from one provider to another, depending on what qualifications and subjects the provider offers. • Click on the option you require to generate and display the chart.

In this example, the triangles are the individual data points representing the learners, plotted relative to the national and provider attainment curves.

Other users will not see the names of the individuals. • In this example the names of individuals have been blurred to prevent recognition.

  49. Download data 6 Types of files you can download Two types of files are available to download on the Learner Achievement Tracker: • Portable Document Format (PDF) files. PDF files are typically text files which can be opened using Adobe Acrobat Reader. They will contain a complete set of reports relating to a provider. • Comma Separated Value (CSV) files. CSV files contain data which can be used in a database or in a spreadsheet such as Excel. CSV files will contain a provider’s VA/DT data sets.

How to download data Download data 6 How to download data When you log in to LAT, the LAT Home screen is displayed. • On the menu, click on Download Data. • The Download Data screen is displayed, presenting you with a selection of files in .pdf and .csv formats which you can download. • In this example, there is one .pdf file available to download. • Click the filename link to download the file.
