  2. Outcomes Based Commissioning Enthusiastic & passionate about wanting to commissioning differently to deliver the transformation of care for their populations to meet local needs Ambitious & eager to use OBC as an approach in the right circumstance See OBC as part of their toolbox for commissioning but need to be clear about when & how to use it to best effect! Recognise that it is not the ‘only game in town’ but offers great potential when used intelligently & well – it’s a ‘means’ & not an end !

  3. Outcomes Based Commissioning Environment it is being developed in Scope of services to apply it to Culture & leadership A solution to a real local need Whole health community ‘buy in’ & commitment & clarity about managing risk Clear & understood impact analysis Linked to a clear set of key strategies – service (5 yr/2yr), commercial & procurement See the need to understand more from the evidence & insight from current experience as to the ‘conditions’ that optimise the chances of doing it well, and having the desired impact on population outcomes
