  11. Recommendations for Immediate Implementation • SSIA style tax delivery for PRSAs plus limited access to funds • Higher rate tax for all personal pension contributors • Reduced Standard PRSA regulation • Incentives on SSIA proceeds • Retirees option to defer Social Welfare pension 11
