2. 2006 Deadline • Bipartisan Education Reform Passed into law in January 2002 • PL 107-110 ESEA reauthorized as NCLB • Required all states receiving Title I-A funds to have all core academic teachers highly qualified by the end of 2005-06

3. Defining a Highly Qualified Teacher • A highly qualified teacher holds a minimum of a bachelor’s degree. • A highly qualified teacher has obtained full state licensure. • A highly qualified teacher has demonstrated subject matter competence in each of the core academics subject the teacher teaches.

5. Licenses Consider Full • Basic • Standard • Initial • Initial I • Initial II • 5 year Continuing Emergency licenses, Provisional licenses, or conditional assignment permits do NOT count toward HQT

6. Demonstrating Competency • Pass a rigorous state exam in the core academic subject matter area, or • Complete coursework equivalent to an undergraduate major in the core academic area (minimum 34 quarter hours) ,or • Hold a graduate degree in the core academic subject matter area ,or • Highly Objective Uniform State Standards of Evaluation (HOUSSE)

What is Core in Oregon? • OAR 584-100-0006(4)(a-j) • English (Language Arts) • Reading or Language Arts (Reading or Language Arts) • Mathematics (Basic or Advanced Mathematics) • Science (Integrated Science, Biology, Chemistry, or Physics) • Foreign Languages (Spanish, French, German) • Civics and Government (Social Studies) • Economics (Social Studies) • Arts (Art or Music) • History (Social Studies) • Geography (Social Studies)

8. Who Needs to Be HQ? • All teachers of core academic subjects • Long term substitutes of 4 or more weeks Since Oregon takes federal Title I funds all core academic subject classes must be taught by HQT

9. Do Charter School Teachers Need to be Highly Qualified? In the instance of charter school teachers, the term HQT means that the teacher meets the requirements set forth in the State’s public charter school law ~Title IX §9109(23)(A)(i), YES

11. HQT Registered To be an HQT registered Charter School Teacher, the educator must have: • Approved TSPC Charter School Registration, • A bachelor’s degree, and • Demonstrate subject matter knowledge by coursework or testing.

12. LEA Responsibilites • Ensure district compliance with the 100% HQT mandate • Review Charter School staff qualifications per charter contract • Annually report the HQT status of teachers in Staff Assignment • Notify parents if their child has been taught for more than 20 consecutive days by a non HQ teacher

13. What is 100% Compliance? At the time of hire or the time of assignment the teacher must meet the HQT requirements
