Battlefield mortalityمرګ ومیر در میدان محاربه • Coalition and ANSF planners have identified an increasing trend in casualty mortality rates in the pre-hospital setting. پلان ګزاران نیروهای ایتلاف و نیروهای افغان شناسایی اضافی تلفات مرګ ومیر را درعرصه قبل از رسیدګی به شفاخانه را درک نمودند • Some casualties are not receiving adequate treatment from on-scene first aid soldiers بعضی تلفات معالجه مناسب را دریافت نمی کردند دریک وقت از عساکر تعین شده به کمک اولیه • Some cases there are not adequate supplies available to treat the casualties at the point of injury در بعضی قضیه ها تدارکات کافی برای معالجه تلفات در وقت اسیب خوردګی موجود نمی باشد.

3. A similar trend was noticed in Coalition Forces (CF) in the early years of NATO involvement in Afghanistan. When CF noticed this trend, there was a surge in training solders in the skills of CLS and this trend was slowly reversed as more providers were trained. • Senior ANSF and CF leadership including the ANA Surgeon Gen, ANP Surgeon Gen, Commander ISAF, and Commander IJC have been briefed on this as recently as the Trauma Conference held in Kabul on the 12-13 August 2013, and the GOSC held on 12 September 2013 ۰در اوایل سال ها امدن ناتو در افغانستان تمایل یکسان را شنیاسایی نمودند.وقتیکه نیروهای ایتلافی این روند را متوجه شدند که یک موج بلند اموزشی نجات حیات درمحاربه برای عساکر موجود بوده،و بعدا این تمایل آهسته برګشت نمود و بیشترمهیا کنندګان اموزش ګرفتند. ۰ قسمیکه ازطرف بلند رتبه های امنیتی افغان و از رهبریت نیروهای ایتلاف بشمول قومندان ریاست صحیه اردو، قومندان ریاست صحیه پولیس ملی و قومندان ایساف در این ارتباط یک یاداوری مختصر در کانفرانس تروما برای شما داده شد که به تاریخ ۱۲ و۱۳ ماه اګست سال ۲۰۱۳ برګزار شده بود و کمیته عمومی GOSC در ۱۲ سیپتمبر سال ۲۰۱۳ دایر شده بود.

4. Under AFAMS, an operational planning team was assembled under the First Deputy Medical Education and Scientific Research to develop a CLS program specifically for the ANA and ANP. • from a recent observation MEDCOM field study were considered ensure proper content. ۰تحت تسلط اکادمی علوم طبی قوای مسلح افغانستان یک تیم موثر برنامه ریزی باهم جمع شدند و توسط معاون اول علمی و تعلیمات جستجو برای پروګرام ((CLS بالخصوص برای اردوی ملی وپولیس ملی افغانستان ایجاد شد ۰ بدست امدن نتایج جدید از ریاست صحیه اردوی ملی مشاهده کرد که رسیدګی ها باید بطور مناسب ګنجانیده شود.

CLS Bagsبکسه های نجات دهنده حیات در محاربه ((CLS • For point of injury care to be effective, CLS trained soldiers and police must have proper equipment available. برای نګهداری موثر از صدمات باید عساکرتربیت یافته اردوی ملی و پولیس ملی وسایل مناسب را به خود داشته باشد • ISAF Command Surg Staff has purchased CLS Bags for issue to every graduate of the program قومندان عمومی نیروهای ایساف بکسه های (cls) را خریداری نموده است وبرای هرفارغ این پروګرام داده میشود. • 7398 for ANA برای اردوی ملی ۷۳۹۸ • 4770 for ANP برای پولیس ملی ۴۷۷۰

6. This program has been developed for the ANSF and is intended for soldiers and police این پروګرام برای نیروهای امنیتی افغان ایجاد شده واز طرف اردوی ملی و پولیس ملی خواسته شده است • It is over and above First Aid Training and meant to provide a higher level of lifesaving skill on the battlefield. این پروګرام بالاتراز کمک های اولیه میباشد.و اموزش و معنی شان این میباشد که مهارت های عالی تهیه شود برای نجات حیات درمیدان محاربه • Intended ratios for CLS training is اموزش نجات دهنده حیات درمحاربه این برنامه تناسب درمیان دارد • 1 per squad ANA۱ نفر از یک دلګی اردوی ملی افغان • 1 per 4 ANP۱ نفر از ۴ پولیس ملی افغان • This will greatly assist our ANA Combat Medics and ANP Trauma Assistance Personnel in their duties. این یک مساعدت بزرګ برای میدیک های محاربوی اردوی ملی و همکاری به پرسونل پولیس در تروما میباشد.

9. Documents developed • Job Description • Describes the tasks, requirements and conditions that apply to the job incumbent within the Afghan National Security Forces (ANSF). • Qualification Standard • Describes the job of the Combat Life Saver and how well they have to perform the different tasks to be successful in the job. • Training Plan • Describes how we will train the students to obtain the standard and perform the job.

10. Overview of the plan • The following major topics will be taught • Very basic anatomy • Maintaining the CLS Bag and equipment • Performing a scene survey • Providing care to airway injuries • Controlling bleeding • Evacuating a casualty • Course Length is estimated to be 4 days (16 hours of instruction/practice/testing spread over 4 days at 5 ½ hours per day)

11. تقسیم اوقات مطلوب برای نجات دهنده حیات در محاربه یاداشت – این تقسیم اوقات عبارت از یک تقسیم اوقات مطلوب جهت پیشبرد کورس در کوتاترین زمان و همچنان بخاطر یک تریننگ با کیفیت، وقت کافی را برای اجرای تمرینات در بردارد. در صورتیکه این کورس به روزهای بیشتر وسعت یابد، زمان تمرینات و تعداد ساعات درسی نیز باید در تقسیم اوقات تنظیم گردد.

12. CLS Optimal Schedule • Note – This schedule is the optimal schedule to deliver the course in the shortest amount of time and still offer enough practice time to be high quality training. If the course needs to be broken up to spread over more days, then the practice time in the schedule and the sequence of classes should also be respected. The time also takes into account that some soldiers may be illiterate and may need more practice time for memorization.

13. After the documents were developed • The working group appointed 4 ANA and ANP Medic Instructors to develop the courseware and printed classroom resources. • They have been working on PowerPoint lectures, classroom videos, and posters. • They are also preparing to train the teachers.

14. Guidance given to the instructors • Develop courseware and instructor training that will support students in both languages of Afghanistan, that will work for all the ANSF. • Ensure that the training will support the needs of all students with varying levels of literacy, and include lots of visual training aids and practical training and practice.

15. Evaluation • Students will be required to pass the following test to complete the course: • students will be required to respond to two casualties in a combat scenario, triage them and move the highest priority one (not more than 20 meters) to an area of cover using a manual carry that they were taught on this course. Then complete CLS care under cover. Move the casualty to a stretcher and move the casualty another 50 meters to a casualty collection area, and hand over the casualty to a Medic. At the end of the scenario they are required to restock their CLS bag with new equipment that they will use for their next real casualty in the field.

16. We would now ask that the IASF IJC Representative distribute the CLS bags to our VIP guests. • On completion, the instructors of both the ANA and ANP will demonstrate the CLS equipment, and a short sample of a knowledge lecture and a practical skill class.
