The Virginia Standards of Learning Program In 1995, the Virginia Board of Education took an important step to raise the expectations for all students in public schools by adopting new Standards of Learning in the areas of English, mathematics, history and social science, science, and computer/technology. • The Virginia Standards of Learning set reasonable targets and expectations for what teachers are expected to teach and what students are expected to learn. These academic standards are used to inform parents and teachers of what students are learning and to make schools accountable for teaching the content found in the Standards of Learning. • Two Components of the Standards of Learning Program • Standards of Learning • Standards of Learning Assessment

Standards of Learning Educational Reform in Virginia • Standards of Learning • Content standards since mid-1980s • 1995 revised SOL approved for the four core areas • academic • rigorous • measurable • jargon-free • Standards of Learning Review Schedule • Pursuant to legislation from the 2000 Virginia General Assembly, the Board of Education established a seven-year cycle for review of theStandards of Learning.

  4. 2008 History and Social Science Standards of Learning Review Process • The Standards of Quality require the Board of Education (BOE) to review the Standards of Learning on a regular schedule • The History and Social Science Standards of Learning were revised in 1995, in 2001, and again in 2008 • Following first review, the proposed History and Social Science SOL were placed on the VDOE Web site for review and public comment • A series of public hearings were held as prescribed the BOE • January 2007 the BOE approves and adopts the History and Social Science SOL

  5. 2008 History and Social Science Standards of Learning Review Process • In writing the 2008 History and Social Science Standards of Learning and the Curriculum Framework, the following were considered: • Solicited online comments from stakeholders, including teachers, parents, and administrators • Selected a review committee that consisted of recommended individuals solicited from school divisions as well as other stakeholder groups (representatives from professional organizations, universities, etc.) • Met with the review committee; • Received additional comment from academic experts throughout the summer; • Developed a draft of the proposed revised History and Social Science Standards of Learning.

  6. 2008 History and Social Science Standards ofLearning Revision Major Elements • Edits to enhance clarity, specificity, rigor, alignment of skills and content, and a reflection of the current academic research and practice; • Emphasis on encouragement of civic participation and increased knowledge of local and state government; • Addition of events relating to history, geography, economics, and civics since the 2001 revision; and • Increase in international and global emphasis.

  7. 2008 History and Social Science Standards ofLearning Schedule of Implementation • January 2008 – BOE approved and adopted the 2008 History and Social Science Standards of Learning • July 2008 – BOE approved and adopted the 2008 History and Social Science Standards of Learning Curriculum Framework • 2009-2010 – SOL Field test items aligned to the 2008History and Social Science Standards of Learning • 2010 - 2011 - Full implementation of new SOL

Key Changes in the 2008History and Social Science Standardsof Learning • Kindergarten – Grade 3 • Contributions of selected individuals recognized • Relationships between the environment and different cultures acknowledged • Local government and communities introduced • Additional economics skills added • Virginia Studies • The study of archaeology introduced • Virginia Indian heritage recognized • Everyday life in colonial Virginia described • Social impact of Civil War on selected communities recognized • Contributions of past and contemporary leaders acknowledged

Key Changes in the 2008History and Social Science Standardsof Learning • United States History to 1865 • Additional economics skills added • The study of archaeology expanded • The historical development of the Constitution described • Reconstruction content moved from United States History to 1865 to United States History: 1865 to the Present • United States History: 1865 to the Present • Additional economics skills added • Reconstruction content moved from United States History to 1865 to United States History: 1865 to the Present • Impact of international trade and globalization from World War II to the present added • Twentieth and twenty-first century citizens who influenced America identified

Key Changes in the 2008History and Social Science Standardsof Learning • Civics and Economics • Importance of student participation in civic life recognized • Impact of international issues and events on local decision making described • Importance of participation in the state and local political process acknowledged • World History and Geography to 1500 A.D. (C.E.) • Additional economics skills added • History, geography, and contributions of early civilizations reviewed

Key Changes in the 2008History and Social Science Standardsof Learning • World History and Geography: 1500 A.D.(C.E.) to the Present • Additional economics skills added • Latin American history expanded • Additional world leaders included • Impact of terrorism recognized • World Geography • Sources of geographic inquiry expanded to include new technological advances • Importance of physical environment on regional landscapes recognized • Concept of region reviewed and updated

Key Changes in the 2008History and Social Science Standardsof Learning • Virginia and United States History • Additional economics skills added • Economic and political life in colonies described • Multiple causes of the Civil War presented • Social impact of Civil War on selected communities recognized • Contributions of past and contemporary leaders acknowledged • Impact of presidents since 1988 on foreign policy added • Contemporary issues recognized

Key Changes in the 2008History and Social Science Standardsof Learning • Virginia and United States Government • Additional economics skills added • The role of selected individuals in developing Virginia and United States constitutional governments expanded • Impact of internet-based communications on elections recognized • The importance of student participation in civic life recognized • The importance of participation in the state and local political process acknowledged

  15. 2008 History and Social Science Standards of Learning Curriculum Framework • The Curriculum Framework amplifies the Standards of Learning by defining the content understandings, knowledge, and skills that are measured by the Standards of Learning assessments. Each Standard of Learning includes at least one framework page divided into four columns that include: • essential understandings; • essential questions; • essential knowledge; and • essential skills.

  16. The Enhanced Sample Scope and Sequence provides sample instructional activities, sample assessments, follow-up extensions, and related resources.
