  2. Our annual collective bargaining survey • Asks about collective agreements concluded the last 12 months (May to May). Circulated to 240 unions in 35 countries. • Questions about demands and results with respect to wages, working time, pensions, training rights and equal opportunities. • Struggle to keep up the response rate

  3. Our wage coordination rule • The criterions for trade union wage policy in all countries are to: • Offset the rate of inflation • Ensure that workers’ incomes retain their participation in productivity gains. • Not meant as an upper limit.

  4. Evaluation of its fulfillment • Value Of the Whole Agreement (VOWA) • - Inflation* (preferably national, not HICP) • = Offset inflation rate • Labour productivity (average)* • = Balanced Participation in Productivity Gains (BPPG) • Forecasts, updates are necessary.

  5. Difficult to monitor wage developments • Fewer national collective agreements • Wage carry over, different growth during time intervals, calculations to be done on annual basis • Lump sum, bonuses, performance related pay • Fringe benefits • Wage drift, positive/negative (opening clauses) • Non-wage elements in collective agreements

  6. Ideas to improve our work • Develop online tool questionnaire and possibly for calculation of VOWA • Train national correspondents • Reinforce our dialogue with the ETUC and research institutions
