  8. BILL OF RIGHTS • ANTI-FEDERALISTS ARGUED AGAINST THE CONST BECAUSE IT DID NOT HAVE A BILL OF RIGHTS • COMPROMISE: FEDERALISTS PROMISED THAT IF STATES RATIFIED THE CONSTITUTION A BILL OF RIGHTS WOULD BE ADDED FIRST THING

  9. TO RATIFY OR NOT TO RATIFY • DECEMBER 1787 – DELAWARE IS THE FIRST TO RATIFY THE CONSTITUTION • JUNE 1788 – NEW HAMPSHIRE BECOMES THE 9TH STATE TO RATIFY • VA AND NY DID NOT RATIFY UNTIL LATE SUMMER OF 1788 • NEW GOVT TAKES OFFICE IN 1789

  13. BILL OF RIGHTS AND VA • JAMES MADISON – (A VIRGINIAN) CONSULTED THE VA DECLARATION OF RIGHTS AND THE VA STATUTE OF RELIGIOUS FREEDOM WHEN DRAFTING THE AMENDMENTS THAT EVENTUALLY BECAME THE U.S. BILL OF RIGHTS.
