  2. El DoradoStandardization Fruit Alliance • In 1910 east coast buyers were concerned about the differences in quality they were receiving from west coast farmers • The Alliance required all plums and prunes to be disease free and in a container similar those used on the west coast

  3. 1915 Standardization Act • June 10, 1915 the California Legislature ratified the states first Standardization laws • The Standard Apple Act and the Fruit Standardization Act were enforced by the County Horticultural Commission

  4. 1917 - 1920 • Establishment of standards shifted from the county to the State Commission of Horticulture • The Apple Act was amended to allow the first grades of “California Fancy”, “B”, and “C” • Tomatoes became standardized for maturity • California Department of Food and Agriculture was created • Shipping Point Inspection was formed

  5. 1920 - 1930 • 1922 orange freeze • 1925 Legislature transferred enforcement to the County Horticulture Commissions and delegated supervision of the Commissions to CDFA • 1926 Standards were introduced for canning • Fruit, Nut, and Vegetable Act signed into law • Highway stations were set up to combat the dumping of inferior fruit in the L.A. area

  6. 1930 - 1960 • Marketing Orders were first created in 1937 • In 1939 inspectors were given the authority to cut fruit and look for internal damage • 1940s and 1950s produced very few changes due to the war efforts • The Legislature reorganized the Department in 1960 and the Division of Fruit and Vegetable Standardization was formed • Organic term first used in the 1960s

  7. 1973 • The power to regulate maturity and quality was moved to the Director with resistance from the counties and legislators • Senator Howard way convinced some colleagues with his statement “I have been on the Senate Agriculture Committee for twelve years. To have us legislators deciding on maturity and quality standards and on sugar acid ratios which most of us know nothing about borders on the ridiculous”

  8. 1977 • Direct Marketing efforts began

  9. 1989 - 2006 • In the 1989/90 fiscal year counties expended $ 6,766,005 dollars on the Standardization Program. The money was a combination of general funds and certification/county ordinance fees In 1992 the program went from general funded to industry funded

  10. 2007 - Current • “Locovore” movement begins • Local chefs advertising they buy from CFMs • AB 2168 is passed • Community Supported Agriculture grows • L.A. news story reveals fraud at CFMs • CDFA holds listening sessions • CDFA forms CFM Ad-hoc Committee • CDFA forms Direct Marketing Ad-hoc Committee
