Prevailing Paradigm Existing Institutional capacity building mechanisms and strategies: Training Workshops Seminars The prevailing paradigm yields mixed results because: Trainers need understanding of indigenous environment Lack of long-term engagement Crisis Management Mode Short-term Workshops are brief, episodic “Trust Deficit” issues not addressed Not all cadres of officers are being trained
