  2. 1970s • Federal Interagency Day Care Regulations (FIDCR) Appropriateness Study • How to monitor the Federal Regulations • Feds wanted an abbreviated system • Something like the 1040EZ • Tests and Measurement Research Literature • Phi Coefficient utilized to statistically predict full compliance from key licensing indicators

  3. 1980s • Shift from Federal Regulations to State Regulations • Children’s Monitoring Transfer Consortium (CSMTC) Grant and Project funded by Department of Health and Human Services • Pennsylvania (lead), California, West Virginia, Michigan and New York • IPM – Instrument-based Program Monitoring the ICS – Indicator Checklist System (1985 article in Child Care Quarterly)

  4. 1980s (cont) • Indicator Checklists were developed in each of the five states in the CSMTC • A common core of indicators appeared • ICS Methodology was expanded to other states • By 1989, 30+ states were using ICS’s • A generic ICS was developed which was the precursor to the 13 indicators

  5. 1990s • Caring for Our Children (CFOS) was published • MCHB was interested in using the key indicator methodology to come up with an abbreviated version of Caring for Our Children • Stepping Stones was created • NCCA developed their accreditation system based upon ICS methodology – NECPA • ZTT transfer project – Utah, Florida, Illinois

  6. 2000s • 13 Child Care Indicators published by Department of Health and Human Services • Revision of CFOC and 2nd edition of Stepping Stones • NECPA goes through re-validation • NAEYC considers using ICS for interim visits • NACCRRA publishes We CAN Do Better Reports using the 13 CC Indicators as the benchmarks

  7. 2010s • Expansion of ICS to Adult Residential and Child Residential Services • States using ICS (KIS, KIT) to deal with budget shortfalls • California – all services • Washington – key blueprint document • Georgia – validating and evaluating processes and compliance review • International Study comparing 32 countries with USA on 13 CC Indicators
