IPARD Programme 2014-2020 • Measures to support the Macedonian Agricultural Sector and Rural Development • Measure – Investments in the physical environment of the agricultural economies • Measure – Investments in physical means for processing and placement of agricultural products • Measure – Diversification of farm and small business development • Measure – Development of the rural public infrastructure

  3. Measure: Advisory services • Two submeasures: • 1.Advisory services for farmers • 2.Training for consultants

  4. Objectives of the measure „Consulting services in IPARD 2014-2020” • To provide wider range of funds from the IPARD Programme through quality and diverse projects aimed at agricultural development; • To promote systematic access to information by training consultants to offer better quality and efficient advice and improve their consulting capacities; • To contribute to economic development, competitiveness and sustainability of farmers and enterprises active in the area of agriculture; • To support gradual integration of national and EU standards in agriculture and rural development and other relevant minimum required conditions in the country.

  5. Beneficiaries of IPARD 2014 – 2020 under the measure „Advisory services“: • Agency for Promotion of Agricultural Development -APAD • Public and private educational institutions and associations (universities, faculties, institutes, etc.)

  6. First submeasure: Advisory services for farmers • It will be implemented on two levels through four (4) different service packages: • А. “one on one” consulting • B. group consultations

  7. А. “One on one” consulting • It contains two packages of services: • А1. Assistance to prepare IPARD application • 1а. Diagnostics of a farm • 1b. Preparation of IPARD application • А2. Assistance to realize approved IPARD project

  8. B. Group consultations It contains two service packages: B1. Sustainable agricultural production B2. Advice on new techniques, technologies and processes in agriculture

Implementation of the submeasure „Consulting services for farmers“ • Specific criteria: • - APAD submits an annual plan to the IPARD Managing Authority for implementation, with the number of consultants that will participate in the realization • - The consultants should have minimum higher education in agriculture, economy or management and certificate for attended trainings in the submeasure Trainings for consultants • - APAD can engage external experts as well

Eligible for assistance А. “One on one” consultations • Eligible for assistance – only consulting services for agricultural economies with small or medium-size projects, which are potentially eligible beneficiaries of IPARD funds under the measure “Investments in physical means of agricultural economies” • Small-size project up to 50.000 EUR • Medium-size project up to 300.000 EUR

  11. Eligible for assistance B. Group consultations • Acceptable for co-financing are group advises of agriculture holdings where same or similar problems are identified during farm diagnostics. • The groups consultations will be organized in groups of 3 to 5 agricultural producers. • The venue where consulting sessions are held must be within a distance of maximum 60 km from the place of residence of the agricultural producers – participants.

  12. Eligible costs for realization of the submeasure “Consulting services in agriculture” • Fee for the consultant • Travel expenses for the consultant • 3. Travel expenses for farmers – participants in the packages “Group consultations“ • 4. Material expenses (printing materials, postal services, expenses for coffee and food for the participants in the packages “Group consultations”, etc.) • All eligible costs are included in the “standard (determined) cost price for consulting service”. • 85% for the consultant, 15% for material expenses

  13. Standard (determined) cost price for the consulting services • For package services А1. Assistance to prepare IPARD application • Preparation of IPARD application for project up to 50.000 EUR that includes procurement of equipment – 302 EUR • Preparation of IPARD application for project up to 50.000 EUR that includes construction activities or plantation renewal - 334 EUR • Preparation of IPARD application for project above 50.000 EUR that includesprocurement of equipment - 350 EUR • Preparation of IPARD application for project up to 50.000 EUR that includes construction activities or plantation renewal - 449 EUR

  14. Standard (determined) cost price for the consulting services • For package of services А2. Assistance to realize approved IPARD project • -Assistance to implement approved IPARD project and prepare a request for payment for projects that include only procurement of equipment – 237 EUR • -Assistance to implement approved IPARD project and prepare a request for payment for projects that include construction activities or reconstruction of plantation – 366 EUR

  15. Standard (determined) cost price for the consulting services By package for B. Group consultations: B1. Sustainable agricultural production • Animal welfare – 106,30 EUR per participant • Public health (food safety) – 106,30 EUR per participant • Environment – 106,30 EUR per participant B2. Advice on new techniques, technologies, and processes in agriculture • In sectors supported under IPARD 2 – 106,30 EUR per participant

  16. Second submeasure: Training the consultants • Access to timely and adequate information • Relevant expert competences • Promoting knowledge • Development of new competences and skills

Second submeasureTraining the consultants: • Basic requirements for submeasure implementation: • Groups of 10 to 15 consultants • The training modules will be prepared based on the requirements from the tender documentation prepared by the IPARD Managing Authority • Trainings in specific areas • The attendance rate for obtaining a certificate has to be 100%

  18. Financing The measure “Consulting services in agricultural production” will be financed with EU and RM funds -85% EU funds -15% RM budget
