Introduction Universal Access and Service Assessment Report and Update to SADC Guidelines Part II (SADC Guidelines Update) Suggestions & recommendations on how current ‘Policy Guidelines on Universal Access / Service for Telecommunications Services in SADC ’ may be modified to reflect market realities, accommodate competition & convergence, and reflect a more comprehensive approach to universal access and service
