Progress for 2006/2007 Spent R18,537m in the 1st quarter of R300m. • 93 projects for LRAD • 6 projects for Restitution. • 3 projects for State farms. • 58 projects for Commonages. • 11 projects for Household food security. • 3 projects for private farms. • 20 projects for communal farms. • 3 projects for irrigation schemes.

  3. CASP/LRAD CHALLENGES • Backlog of SLAG & LRAD projects before CASP instituted • Fragmented planning of management of CASP implementation • Separate approval mechanisms • Complicated procurement procedures

  4. CASP/LRAD CHALLENGES • Capacity: Skills and Technical expertise to implement • Capacity of Beneficiaries • Alignment of resources for land reform projects • Compliance with DORA requirements • Alignment of CASP and Provincial equitable share

CASP/LRAD SOLUTIONS • Provinces to quantify and cost backlog develop a plan by March 2007 • Alignment of institutional structures for planning, approval and procurement ie PGAC and DSC for CASP • One-stop shop for development financing • Source funding from other Development Agencies for dealing with the backlog • 2007 360º review of CASP outcomes

CASP/LRAD SOLUTIONS • Formal Agreements with commodity organizations and agribusiness to provide support services for CASP and LRAD implementation, skills transfer and mentorship to beneficiaries and officials • Government to upscale its skills base • Share good practice amongst provinces, e.g. KZN model • Improve project data and M+E • Improve Project business plans • Targeted rehabilitation of
