Themes and Approaches… • Based on familiar driving principles: • Promoting children’s outcomes • Supporting employment (tackling child poverty) • Recognising family preferences (balancing work and family life) • Empowering parents – good information and real options - recognising real lives and family preferences • Safest, best quality experiences should be available to all – and support for narrowing the gap • Public, private and voluntary sectors are jointly responsible, alongside parents – partnership is a must • Different approaches for different issues, based on stage of development of work: • Sharp delivery tasks • Some new work – but funding limited • Pilots • Areas to explore

  3. Context – Progress So far • 3,000 Children’s Centres • 17,000 Schools with extended services • Roll out of free entitlement – on track and extending to 2 yos. Funding reform • Market management – a year of the Sufficiency Duty on LAs and progress with increasing take up • Early Years Foundation Stage • Outcomes Duty • Early Years Professionals and Graduate Leader Fund

Supporting Families to Support Children Valuing all caring roles • Services recognising friends and relatives who care • Promote the importance of all family services, and involve and support fathers Easing pressure • Right to request flexible working up to 16 • Comprehensively assess policies on parental leave Support for positive parenting • Research on how practitioners promote good HLE

What’s on Offer for 0-14s Early learning and childcare for all who want it • LA sufficiency action plans • Free places to most disadvantaged 2yo in every LA Choice and flexibility • Stretching the free offer to cover holidays • Long-term, explore cross-year transfer of some 2yo hours Care for all ages • Expect LA “Action Plans” to focus on 5-14s • Encourage providers to register with Ofsted • Ask Jobcentre Plus to work with schools • School Report Card taking account of ext. services

Quality of Early Years Provision Attracting the best people • Consider making L3 a min. requirement - 2015 • Consider making grad commitment a requirement - 2015 • ‘Teach First’ type programme for top grads Building skills and careers • T&D framework and annual training ‘entitlement’ • Expand ECAT in the most disadvantaged areas • Advanced Skills’ graduate professional role • Develop career pathways and reward commitment Leading and spreading excellence • Help highest quality to share good practice

Information for Families, Providers & Government Collecting better information • Expecting providers to supply information on prices, staff & vacancies Making information accessible to parents • Single national price – and quality - comparison website • Extending national helpline service • Streamline Government helpline numbers for childcare • Create a ‘Ready Reckoner’ for advisers Strengthen accountability • Work to strengthen accountability for collection

Financial Support and Managing the Market Simpler, fairer financial support • Pilot linking payments to outgoings (CAP) • Pilot more generous support for families with disabled children and lower income parents (CAP) • Pilot intensive guidance on financial support (CAP) Sharpening LA market management • Clear expectations of LAs’ duty to actively manage market • Use price and quality info. to support LAs and government • Exploring linking entitlement funding to outcomes • Develop new childminder networking approaches

A difficult context: Impact of the economic downturn • Monitoring within the childcare sector has, so far, shown signs of: • A decline in the use of childcare in some areas • Some moves to increase childcare use • Changing patterns of use • Ensure families make full use of the support for childcare available to them • Maximise impact of LA support to providers and of wider business support

Helping the sector through recession • Ensure families make full use of the support for childcare available to them • Maximise LA support to providers – making sure the offer of free places is taken up, that funding of these better reflects costs and driving sharper use of LAs “sufficiency and access” funding. Effective discharging of LAs childcare sufficiency duty implies ongoing assessments of the impact of recession on demand and supply • Ensure that wider small business support is available to, and better accessed by, the sector • Continue to monitor impact through GOs and LAs, provider organisations and individual providers
