Updates to Draft Proposal • Implementation Dates • Harmonize with U.S. EPA rule for ≤40HP beginning in MY2012 • Harmonize with U.S. EPA rule for >40HP in MY2012 and MY2013 • Set more stringent standards for >40 HP beginning in MY2014 • ORVR • ORVR has been removed from the proposal • However, ARB proposal will require Phase II compatible fill deck plates 3/3/2010

Draft Proposal – Key ElementsOptions for Certification For >40HP Proposed Spark-Ignition Marine Engine regulation has two methods of certification: • Design-Based – Requires low permeation components and standards for venting and marine engine performance • low permeation fuel hose • low permeation fuel tank • venting performance test • meet fuel injection definition or perform fuel injection performance test • Performance-Based Alternative – One standard applied to the complete evaporative system • Based on a 24-Hour Diurnal Test (California Summer Profile) • The standard will be based on E10 • 90% California Phase 3 Reformulated Gasoline with 10% by volume ethanol (Phase 3 CERT) 3/3/2010

Draft Proposal – Key ElementsDesign Requirements – Diurnal • Diurnal Performance Standard • 0.25 grams/gallons/day • Test Procedure • 40 CFR 1060.525 • Test fuel • E10 • Diurnal standard can be met with any technology • However, if a pressure relief valve is used, durability must be demonstrated 3/3/2010

Draft Proposal – Key ElementsDesign Requirements – Fuel Injection • Meet Fuel Injection Definition • “Fuel Injection is defined as any mechanical or electrical fuel system in which pressurized fuel is sprayed or injected into the intake system of an internal combustion engine.” or • Perform Fuel Injection Performance Test • Standard • 0.2 grams/hour • Test Procedure • TP-1502 • 3-hour Hot Soak @ 105F • Test fuel • E10 3/3/2010

As an option for high accuracy testing, manufacturers may use SAE J1737. ****ARB certification begins in MY 2012. 3/3/2010

Draft Proposal – Key ElementsCompatibility Requirements • Fuel fill deck plate design • Meet fill pipe face requirements in fill plate design • 13 CCR Section 2235 • Fuels • The fuel system must be compatible with commercially available pump fuel for sale at the time the boat is sold 3/3/2010

  15. Status of the Emissions Inventory • Updated emissions inventory will include: • Additional SHED testing data • CSUS storage and usage survey data • Updated growth population estimate based on economic impact of sales • Estimated completion date: late March 3/3/2010

  16. Rulemaking Timeline • Final Workshop • A workshop for the Spark-Ignition Marine rulemaking will be held on April 28 • Board Hearing • Staff is preparing to go to the Board in September 3/3/2010
