Student SIPR TokensBackground PK-Enablement Directives • NAVADMIN 028/16 – Provides mandatory timelines to complete implementation of PKI for NIPRNet and SIPRNet – Networks, Web Servers, and Applications • DDCIO Amplifying Guidance released 26 February 2016 • Expands scope to include stand-alone systems. PKI waiver exception for public facing websites that contain no sensitive data or websites accessed by dependents and retirees • Requires accession sources issue SIPR Tokens to service members that require a token to perform the duties in their future rate or community Key Dates • NIPRNetCompliant (PKI enforcement completed and waivers submitted by the 30 April 2016 deadline) • SIPRNet/Secret Networks (PKI waivers due for submission by 31 July 2016) • Enforce PKI CLO for classified NMCI networks and PORs by 31 July 2016 Unclassified/FOUO

Unclassified/FOUO Student SIPR Tokens Challenges • Tokens must be issued In Person with configuration and activation process performed by the Site Trusted Agent (TA) and user requiring positive user identification • Requires interim/adjudicated background check (SF-86) • Current NMCI process ranges from 20 – 34 days to issue token • Support/Sustainment increases for larger number of tokens issued. • Local Site TA must engage for PIN resets, broken or lost tokens and to track and inventory tokens (logs, submission emails, signature docs required) • Tracking tokens going in and out of NETC sites: Students staying within NETC training but at different geographic locations the losing Site TA must suspend and transfer the SIPR Token, and the gaining Site TA must reactivate and assume responsibility • CLO Exceptions: Workload increase for TRANET_C support staff and site TA to CLO Enforce/Un-Enforce student accounts as required for lost or broken tokens throughout the user token life-cycle (14 day exceptions)

Student SIPR Tokens Steps Taken, Info Gathered • Established Working Group of SIPR LCs and Stakeholders (CSCS, CSS, CID, CEODD, SLC, SWOS, N004, N1, N7, N6) • Explained directive, provided survey questions, gathered results, analyzed responses • Survey Results • Insufficient time at RTC / OTC to confirm clearance and issue tokens • Some commonalities but no standards across the NETC enterprise • Current capabilities upgrade required for token issuance capability at “A” and “C” schools and TSCs/TSDs • Additional Info: • “Functional” Tokens in pilot test, planned to be operational Oct 2016 • “Identity” Tokens now available but little advantage over normal SIPR tokens • Does not contain email cert which is required to access some websites listed in curriculums • Second Card Stock Vendor identified to eliminate card stock shortages • Trusted Agents instructed to order required SIPR token stock based on monthly usage • Exceptions (UID/PW allowed) for broken or lost tokens or tokens not yet in receipt up to 14 day duration managed by local staff • TRANET_C is fully Enabled, no software or equipment changes required to Enforce Unclassified/FOUO

Student SIPR Tokens POAM / Way Forward • Current: TRANET_C PKI enforced for staff and instructors (few exceptions) • 31 July 2016: Submit waiver to N2N6 • Gradual progress toward enforcement over the next year to allow for staffing up current resources • Anticipated date of full compliance - 01 October 2017 • Update CeTARS (CANTRAC) SIPR courses to require fleet returnees to arrive with SIPR token • Expand the working group to determine best location for token issuance (TSC/TSD, schools, bases, etc.) • Identify resources required at each location to meet additional token issuance demand (personnel, equipment) • Acquire identified resources • Manage CLO exceptions for students without tokens assigned to classes/events less than 14 days • Utilize “Functional” tokens, if approved, until individual tokens are issued Unclassified/FOUO
